Access to Information under Taiwan’s Toxic Chemical Substances Control Act (TCSCA)

Taiwan’s Toxic Chemical Substances Control Act (TCSCA) was promulgated in 1986. To reflect subsequent changes in the regulatory environment, the Act was revised in 1989, 1997, 1999, 2002, 2007, and 2013. The most recent revision could be seen as the most significant, as it introduces and integrates the well-known European “Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals” (REACH) into the legislation’s provisions. The purpose of this article is to provide an overview of the TCSCA with particular focus on the law and actual practice with regard to information disclosure and access to information clauses.
