외국인 이주민에 대한 태도와 다문화정책의 추진방향 연구 - 정책전문가 설문조사를 중심으로 -

The purpose of this paper is to analyze the attitude on foreign immigrants and the desirable directions of the multicultural policy and to suggest theoretical and policy implications by surveying targeting experts of multicultural policy (public officials, professors, researchers, and journalists). The summaries of this study are as follows: First, there is a little bit discrimination on immigrants. Particularly, the discrimination against foreign workers and north Korean defectors is very serious. Second, immigrants in Korea contribute to resolving job mismatch and promoting social diversity, while the increase of social burdens due to immigrants’ impoverishment, and the increase of public expenditure for them are threat factors in Korean society. Third, the most effective program of the multicultural policy is the operation of the center for multicultural families (25.3%), the following are the after-school activities for multicultural families (12.1%), the calling center of emergency aid (11.1%) and etc. Fourth, the improvement areas for implementing the policy effectively are the establishment of new government agency for immigrants (41.3%), the adjustment of overlapping programs among government agencies (39.2%) in the order. Finally, the top priorities areas of the multicultural policy are primarily the elimination of discrimination and violation of human rights (44.0%), in sequence, restructuring of foreign workers having simple skills (18.0%), and relaxation of the stay and residence requirement (17.0%).
