고령사회대비 주거복지강화 방안연구 -주거기본법을 기반으로 한 부동산투자회사제도 확대를 중심으로

초록
본 연구는 고령사회 대비 주거복지강화를 위한 주거기본법의 정책방향과 부동산투자회사제도 연계를 통한 주거지원서비스 효과를 도출하였다. 첫 번째 공공임대리츠 연계로 무주택 고령자 임대주택 공급을 확대함으로써 물리적 측면의 주거지원 서비스효과를 얻을 수 있다. 두 번째 공공임대리츠 연계로 임대주택 환경개선 및 고령 빈곤율 감소를 위한 주거관련 노인 일자리 마련 주거지원서비스 효과이다. 세 번째 민간리츠 연계로 부동산 직접투자에 대해 부동산 간접투자(리츠) 20% 범위 내에서 분산투자할 경우 위험은 감소하고 수익은 증가 되는 포트폴리오 효과를 발견할 수 있다. 기존의 우리나라 주거지원 정책이 주로 물리적 측면에서 양적 공급 중심으로 이뤄지고 있어 주거복지 강화측면의 질적 서비스 및 다양성에서 미흡한 실정이다. 그러므로 향후 주거지원 정책은 거처로서의 물리적인 주택공급은 물론 주거의 탐색․정착․유지 지원, 고용, 건강, 복지 등과 연계된 주거복지 강화 차원의 광의의 주거복지 개념으로 접근할 필요가 있다.
Abstract
Statistics Korea forecasts Korea will be aged society that has more than 14% of elderly population in 2018. With rapid increase of elderly population, it is imperative to prepare for the housing support because Korea’s housing support policy for the elderly has been a lack of diversity in quality where it has been mainly concentrated on physical supply. This study is focused on the housing support by using REITs(Real Estate Investment Trusts) that has the feasibility of housing support for the elderly to live stably in aged society. REITs is proved to be helpful to the elderly in supplying rental house, creating jobs, and making portfolio effect that has risk reduction within 20% range of indirect investment against direct investment to real estate. This study suggests that REITs system shall be considered a political factor of government housing support policy for preparation of the aged society on building up the paradigm of new housing welfare and the result of this study will be able to be used as one of the housing support policies to be established for the aged society.
