초록
테러리즘에 효율적으로 대응하기 위한 국제사회의 협력의 필요성이나 그 중요성은 지속적으로 강조되어 왔다. 테러리즘에 대한 대응에 있어 초국가적 접근이 요구되는 것은 통상 국경을 초월하는 테러리즘의 본질적 성격에서 찾을 수 있을 것이다. 주지하다시피 20세기 이후 과학기술, 교통, 정보통신 등의 발달은 인적 측면에서의 국제적 이동이나 정보적 측면에서의 국가 간 교류나 연계를 급격히 증가시키고 있고, 이는 국제적 테러리즘이 확대될 수 있는 토대가 되고 있다. 나아가 최근 인터넷과 사물이 결합되는 IoT(Internet of Things) 기술의 급속한 발전이나 원격 제어되는 무인항공기, 드론의 보급 확대 등은 파괴력이 높은 신종 테러의 출현을 가능하게 만드는 위험요소가 되고도 있다. 향후 이러한 신기술을 결합한 폭발물 테러나 생화학테러, 사이버테러 등이 등장한다면 그 파괴력은 상상을 초월할 수 있다. 이러한 테러리즘의 변화 양상은 테러에 대한 국제적인 협력이 더욱 강화되어야 하는 배경이 된다. 다른 한편으로 보면, 이러한 변화는 대테러 국제협력의 대상이 비단 국제적 테러조직에 의한 테러리즘에만 머물 수는 없다는 것을 의미한다. 특정 개인이나 비정치적 성격의 소규모 집단에 의한 테러리즘이 국경을 초월하여 발생할 수 있게 된 이상, 이들 유형의 테러리즘도 국제협력의 대상으로 다루어져야하기 때문이다. 이와 같은 인식에 기초하여 본고는 테러리즘 방지를 위한 국제협력의 실태를 파악해보고, 해결해나가야 할 주요한 과제는 어떠한 것들이 있는지를 살펴보는데 그 목적을 두고 있다. 이러한 목적에 따라 우선 테러에 대응하기 위한 기존의 국제협력이 어떠한 형태로 이루어지고 있고, 국제적인 협력의 실질적인 내용은 무엇인지 등 그 현황을 살펴보았다(본고Ⅱ). 이어서 아시아 및 지역별의 대테러 국제협력은 어떻게 이루어지고 있는지를 살펴보았다(본고Ⅲ). 이를 바탕으로 현재의 대테러 국제협력에 있어서의 주요한 쟁점과 해결해야 할 과제에 대하여 검토하였다(본고Ⅳ).
Abstract
The world changed after September 11th, and this couple is starting their new life in a far more dangerous world. It has been emphasized that swift, effective, and systematic joint action by the international community must deal with the global terrorist threat. And the international community must work together to solve the issues. The purpose of this paper is to review the realities and tasks of international cooperation on counter-terrorism currently in place and present alternative approaches as its remedies. In this context, it will be examined what kind of tasks and problems are existed on the international cooperation. And as a conclusion, this paper will be focused on what kinds of remedies need to be made to them. The first chapter is a foreword including explanation about the purpose of this paper. The second chapter describes the realities of international cooperation in counter-terrorism. And the third chapter also describes the realities of international regional cooperation especially focus on Asian area. The forth chapter, as a main discussion of this paper, presents the issues and the tasks about international cooperation in counter-terrorism.
