한국의 경제성장과 실업률 간의 시변하는 관계변화에 대한 연구

초록
본 연구의 목적은 최근 청년실업률 문제가 지속되는 상황에서 정부의 경제성장을 통한 실업률 감소 정책이 효과적인지를 살펴보기 위해 오쿤의 법칙(Okun’s law)으로 알려진 경제성장과 실업률 간 관계의 강건성(robustness)을 검증하는 것이다. 본 연구는 경제성장과 실업률 간의 동시관계뿐만 아니라 시차를 고려한 동태모형으로 분석하고 있으며, 구조변화에 따른 청년실업률과 경제성장과의 시변하는(time varying) 관계변화를 분석하고 있다는 점에서 기존 문헌과의 차별성과 연구의 의미가 있다. 실증분석 결과를 보면 차분모형(difference model)으로 분석한 결과에서는 전체실업률과 청년실업률 모두 오쿤의 법칙이 성립하였으며, 전체실업률보다 청년실업률과 경제성장률 간에 오쿤의 법칙이 강하게 나타났다. 특히 이동회귀분석(rolling regression)을 이용하여 차분모형의 시변하는 오쿤 계수를 추정한 결과, 글로벌 금융위기 이후 경제성장률과 실업률 간의 관계가 약화되고 있다는 것을 발견했다. 이는 경제성장을 통한 청년실업률 감소 정책의 효과가 다소 제한적일 수 있다는 것을 시사하고 있다. 하지만 동태모형(dynamic model) 분석결과에서는 글로벌 금융위기 이후에도 경제성장이 실업률에 시차를 두고 여전히 영향을 미치고 있는 것으로 나타났다. 이러한 결과는 최근 경제성장과 실업률 간에 동시관계는 약화되고 있다고 볼 수 있지만, 시차를 감안하면 여전히 경제성장과 실업률 간에 오쿤의 법칙이 유효하다는 것을 보여주고 있다.
Abstract
We analyze the time-varying relationship between the Korean economic growth and unemployment rate (which is called “Okun’s law” in macroeconomics) to evaluate the effectiveness of the government economic growth policy to reduce unemployment. We use three models: the difference model, the rolling regression model and the dynamic model. First, the difference model suggests that both the total unemployment rate and youth unemployment rate satisfied Okun’s law. The youth unemployment rate shows a strongly statistically significant relation compared to the total unemployment rate when we use the difference model. Second, the rolling regression results in a less significant relationship between the two variables during the global financial crisis. Finally, when we use the dynamic model (allowing for time lags) we find a statistically significant relationship between economic growth and the unemployment rate. In conclusion, our models suggest that Okun’s law is still effective under differing conditions.
