지급결제서비스의 변화와 정책방향 - 소비자 보호를 중심으로 -

The payment and settlement systems are the area that is most heavily affected by the convergence of finance and technology, or so called fintech. Accordingly, an increasing number of non-traditional, non-financial entities such as mobile network operators are entering into this newly emerging financial service industry. At the same time, the recent global financial crisis shed light on the importance of consumer protection in maintaining stability in the financial system. Under such circumstances, in order to ensure seamless development of the Korean payment and settlement service and consumer protection, it is necessary to have the Korean central bank, a main body overseeing Korea’s payment and settlement frameworks, formulate long-term development strategies, implement a system that strictly hold responsible payment and settlement service operators that caused harm to be incurred to general consumers, and establish broad programs to ensure information protection that encompass the participants of payment and settlement systems, and responsibility and role of the participants. Against this backdrop, this study aims to analyze the role of fintech in the payment and settlement systems, present an overview of the current frameworks and latest trends in Korea and abroad, and discuss the importance and future of consumer protection policies related thereto.
