우리나라 공직윤리 및 공직윤리제도에 관한 공무원과 국민 인식 비교 연구

초록
공무를 수행하는 공직자들의 윤리의식은 정부의 신뢰 및 정책수용성 제고를 위한 기본적인 조건이라 할 수 있다. 우리나라 정부에 대한 신뢰도는 시간이 흐름에 따라 저감되고 있으며 이에 대한 원인으로 공직자들의 윤리의식 저하 및 공직부패를 들 수 있다. 작년에 발생한 세월호 사건도 ‘관피아’라는 공직규범 일탈 행위가 한 원인으로 지목되었다. 우리나라는 일찍이 공직규범 일탈을 방지하기 위하여 재산등록 및 공개제도, 주식백지신탁제도, 선물신고제도, 퇴직공직자취업제한제도 등 다양한 법적･제도적 장치를 마련하였다. 이에 본 연구는 공직윤리에 대한 공직자들과 일반국민들의 인식을 비교하는데 목적을 두었다. 이 두 주체가 우리나라 공직자의 윤리의식을 어느 정도로 인식하고 있으며 공직윤리 확보를 겨냥한 네 가지의 제도가 어느 정도로 효과적으로 작동하고 있는지에 대한 인식을 비교하였다. 분석 결과, 공직자들에 비하여 일반국민들이 공무원들의 공직윤리가 약하다고 인식하고 있었으며 양자 모두 향후 공직윤리를 강화시킬 필요성에 대하여 차이가 없었다. 또한 제도적인 면에서 있어서 주식백지신탁제도는 공무원들이, 퇴직공직자 취업제한제도는 일반국민들이 효과적으로 작동하고 있다고 인식하고 있었다. 논문에서 분석결과가 지니는 이론적･정책적 함의를 제시하였다.
Abstract
Public service ethics is a critical condition for improving trust in government and policy adoption. Trust in government in Korea has decreased over time because of bureaucratic corruption. We experienced the Sewol ferry disaster last year. Although there are many reasons for taking place the disaster, bureaucratic corruption is recognized as one of the reasons. We have many ethical practices, laws, and institutional arrangement to prevent public officials from corruption in Korea. This study mainly attempts to compare perceptions on public service ethics between public officials and the citizens. We find that the citizens are more likely than the public officials to view that public service ethics are low, but both parties agree that public service ethics should be reinforced in government. In addition, this study shows that there are perceptional distinctions between the public officials and the citizens regarding how the specific programs for anti-corruption are effectively works. Drawing on the principal-agent theory, we discussed the analytical results and suggested theoretical and practical implications in the paper.
