북한의 「전력법」 분석과 남북한 전력법제 통합방향

The purpose of this study is to analyze the Electricity Law in the light of electric situation in North Korea, to understand similarities and differences by comparing the electricity law of South Korea & the power law of North Korea, and to propose the Integrated Direction of Legislation relating Power & Electricity of the two Koreas. A unified Korea will be completed by integration of legislation of South and North Korea. Integration of electricity is an important part of the power sector in terms of establishment of industrial infrastructure in a unified Korea. The process of division in Korean peninsula showed the extreme differences of power industry. Initially, North Korean economy backed by the North's production is focused on industrial power, but in reality it does not overcome of vulnerabilities in the power sector by the economic crisis. So, the gap of electricity with South Korea are deepening. Typically, the purpose of power laws are to regulate regarding the contents of power production, use and management and the discipline for the development of electric power industry. As the power industry is a key industry in one country, it can constitute an axis core of national development. The two Koreas have power over the legislations governing the electricity industry in view of the importance of all power. Electricity and power can be found the relevance of a unified and focused. Division of the Korean peninsula has been realized with electric disconnection between North and South. Electrical connections between North and South Korea at this point just mean “unity through energizing”, and it will firmly the foundation to complete the unification. The experiment has already been made in the Gaeseong Industrial Complex(KIC), and it has experienced through the establishment and operation of KEDO(Korean Peninsula Energy Development Organization). The study attempts to understand the whole of North Korea's power industry by analyzing the system and status for power production and operating, to analyze the power laws related to North Korea's electric power industry. In addition, the study attempts to find out the differences by comparing the legal system and the electrical business in South Korea, find alternatives for future electric power integration should serve as legal basis. Severe power shortage in North Korea has been caused by the action of energy, it has to be the primary cause of the economic crisis. Enhancing of outdated power grid and expanding the production in North Korea have become an important issue to be resolved in unified country. Integration of industry and infrastructure related to the electric power industry for the economic development of North Korea is an important basis of our unification.
