부산지역의 창업 실태와 활성화 방안 연구 - 국내 타 지역과의 비교분석을 중심으로 -

세계 각국이 창업을 통한 경제성장에 주력하고 있다. 이러한 세계적인 흐름과 함께 우리나라도지역창조경제센터를 개소하고 청년층의 창업을 지원하는 등 창업 활성화 노력을 경주하고 있다. 그런데 상당수의 창업 지원정책들은 지역의 창업 실태를 면밀하게 파악하지 않은 상태에서 일반적인 창업 지원방안들이 수립, 집행되곤 하는 것이 현실이다. 이에 본 연구에서는 지역의 창업 활성화 제고를 위해 국내 대표적인 지역도시인 부산지역을 대상으로 이 지역의 창업 실태와 활성화 방안을 모색하고자 하였다. 이를 위해 창업분야의 글로벌 데이터베이스인 GEM DB를 이용, 2000 명의 국내 성인을 대상으로 창업 관련 데이터가 수집된 2012년 GEM 데이터로 부산지역의 창업실태를 면밀히 파악하고자 하였다. 분석 결과, 부산지역의 창업활동은 양적으로는 국내 평균수준이라고 할 수 있으나 질적인 측면에서 미흡한 부분들이 다수 발견되었다. 국내 타 도시 혹은 지역과 비교해 볼 때, 사업중단 비율이 상대적으로 높고, 창업활동의 상당 부분은 생계형 창업이 주를이루는 반면 파급효과가 큰 기회추구형 창업의 비율이 낮은 것으로 나타났다. 또한 남성에 비해여성의 창업활동 비율이 높은데, 이는 부산지역의 높은 생계형 창업 비중과 관련있는 것으로 보인다. 부산지역 시민들이 인식하는 창업 기회는 낮은 편인데 비해 장래 창업 의도는 상대적으로 높게 나타나고 있다. 그 외에 주요 연구결과 및 시사점들이 논의된다.
Abstract
Many countries have been trying to gain economic growth through entrepreneurship enhancement. with this global tide Korea has been making huge efforts to facilitate new startups and to increase youth entrepreneurship. but many startup support policies do not tend to be grounded on the exact startup realities of the specific regions, and general support policies may be planned and executed in many cases. in order to enhance specific individual region’s startups, this study aims to investigate Busan, one of the representative regional cities in Korea, startup realities and how to facilitate entrepreneurship there. to fulfill these objectives, 2012 GEM(Global Entrepreneurship Monitor) data using 2000 adult sample in Korea were analyzed in detail. research results show that entrepreneurial activities in Busan are average comparable to other regions in Korea, but the qualitative aspects of these activities are not so strong and sound. Specifically business discontinuance ratio in Busan are higher than the other cities and regions in Korea, and the necessity-driven entrepreneurial activities are much higher than the opportunity-driven entrepreneurial activities. women entrepreneurial activities are much higher than man activities, which can explain the high necessity-driven entrepreneurial activities in Busan. Busanian’s perceived opportunities are not so great or bright but their intent to make a new start-up is higher relatively. other research results and implications are discussed.
