비정규직 고용과 산업재해의 연관성: 사업체 패널 자료의 분석

비정규직에 대한 연구 주제는 매우 다양하고 그 선행연구도 많은 편이다. 그러나 비정규직 고용과 산재의 관계에 대한 경험적 연구는 활발하게 진행되지 못하였다. 비정규직 고용이 산업재해를 유발한다는 주제는 최근 외국에서 주장 되어온 바이지만 국내에선 이에 대한 선행 연구가 매우 부족한 편이다. 본 연구는 한국노동연구원의 4개년치 사업체 패널 자료를 근간으로 해 이 주제를 분석하였다. 비정규직을 직접고용과 간접고용으로 나누고 직전년도 산업재해 유무와 산업재해 인정자 비율을 종속변수로 한 패널 회귀 분석을 실행한 결과 직접고용만 산업재해 유무와 산업재해 인정자 비율에 정의 영향을 주었고 간접고용은 산업재해유무와 산업재해 인정자 비율 모두에 유의한 영향을 주지 않았다. 외국의 연구에서는 주로 간접고용에 대한 연구가 이루어졌으며 간접고용이 산업재해에 미치는 영향이 두드러질 것이란 주장과 논의가 자주 제기된 반면, 본 분석결과에서는 직접고용이 산업재해에 유의한 영향을 주는 것으로 나타났지만 간접고용이 미치는 영향은 유의하지 않았다는 점이 특징이다. 마지막으로 분석결과에 대하여 토론과 향후 연구방향을 제시하였다.
Abstract
The topics of contingent employment are varied and a lot of researches have been done. But a few researches exploring the relation between contingent employment and industrial accident have been done. Although the topic that the use of contingent worker would invoke industrial accident at the workplace was asserted by the prior researches in the foreign country, there have been few Korean researches searching for this topic. This study analyzed empirically the panel workplace survey data provided by Korea labor Institute, searching for this topic. The panel data was composed of 4 bi-annual data(2011, 2009, 2007, 2005). The contingent employment was classified as the direct-hired and the indirect-hired. The analytic result reported that the direct-hired made positive impacts on the occurrence of industrial accidents and the ratio of recognized number of workers who experienced industrial accidents, meanwhile, the indirect-hired did not make any significant impacts on both the occurrence and the ratio of the recognized number of workers who experienced industrial accidents. this result is different from the assertion of the prior researches in the foreign country. Lastly, some discussions and future research direction were suggested.
