범죄피해자 심리지원제도의 개선방안

우리의 범죄피해자 지원제도는 심리상담 위주로 되어 있다. 이걸 심리지원 위주로 바꾸어 야 한다. counselling에서 emotional support로 바꾸어야 한다. 심리상담이 필요 없다는 말이 아니다. 누구보다 정신적 상처를 입을 가능성이 높은 범죄피 해자에게 심리상담은 필수코스라고 과언이 아니다. 하지만 시점이 중요하다. 심리상담을 범 죄피해 발생 초기부터 받으라고 해서는 안 될 일이다. 지원제도가 심리상담 위주로 가는 것과 심리지원 위주로 가는 것에는 또 하나 중요한 차 이가 있다. 심리상담은 피해자를 진정시킨 다음에 진행하는 것이지만 심리지원은 피해자를 진정시키는 것에 연연해하지 않는다. 평화연구소의 슬로건은 “Transforming Pain and Anger into Power and Action”이다. 분노와 슬픔을 억제하는 것이 목적이 아니라 그걸 생산적인 에너지로 바꾸는 게 목적인 것이다. 우리의 심리지원 제도도 그래야 한다. 진정시키는 것은 다음 일이고 먼저 피해자의 심리상 태를 있는 그대로 이해하고 인정하는 것에서 시작해야 한다.
Abstract
‘The First Year of Victim Support’ is the slogan posted by the Chief Police Officer of Korea at the very beginning of 2015. The Police homepage is riddled with various information which says ‘if you need help, you may just call here and there.’ The Ministry of Justice is backing up the movement by increasing the budget allocated to found the 7th Smile Center and to provide victim support centers with professional psychologists. However, criminal victims in Korea do not seem to be very satisfied with governmental and non-governmental effort to help them. Some of them accuse the entire judiciary system of its indifference and ignorance of victim support issues. They say that judges, prosecutors, even police officers do not try to understand why the criminal victims in Korea are suffering. Victims or survivors do not want to get psychological counselling or group therapy. They want just and justifiable sentences imposed on the offenders and, until that day, to survive with some energies. Criminal victims have sufficient reason to be healthy while navigating various departments in the government, and private and public organizations for getting help. They need, above all, emotional support which enables them to concentrate on their missions: do something for their lost family members. The survivors’ outreach services in Massachusetts and homicide caseworkers in Great Britain will be good examples for excellent emotional support providers.
