OECD 국가의 지식재산 효율성 분석-DEA와 MPI의 활용-

In knowledge-based economies, intellectual property (IP), including patents, is considered a key to the nations' growth and competitiveness to survive in the future. In practice, many nations are now making efforts to enhance their IP capabilities. In this vein, analyzing and comparing the IP capabilities of various countries could be an effective way to formulate further strategies to secure the IP competitiveness of Korea. Therefore, this paper analyzes the IP competitiveness of OECD countries by using efficiency analysis techniques, such as data envelopment analysis and Malmquist productivity index. After determining input and output factors related to IP efficiency, we collected factor data 2010 to 2012 in OECD.STAT. Then, we identified changing trends in IP efficiency in OECD countries and produced target values of input and output for inefficient nations by identifying benchmark countries. As a result, Finland and Japan were found to have high IP efficiency while Korea was found to have relatively low IP efficiency. Then, to enhance Korean IP competitiveness, we suggested specific policies, regarding researcher management and technology trade. We expect that our approach and its results can be used as a basic source for inefficient countries to formulate their own IP policies.
