초록
국가의 사회경제와 역사적 변혁과정은 사회복지의 발전과 맞물려있다. 사하라이남 아프리카 지역들 또한 1990년대 초반부터 중반까지 권위주의 체제하에서 민주주의체제로의 전환과 변혁과정을 통해 복지가 생성되고 발전되었다. 체제 전환은 사하라이남 아프리카 지역 국민들의 근본적인 빈곤문제 완화를 기대하였다. 그러나 사회제도의 결함이나 모순으로 발생되는 새로운 사회문제가 등장하였고, 이는 사회복지의 필요성 강조와 생성에 영향을 미치는 결과를 가져왔다. 사하라이남 남아프리카 지역은 세계적으로 가장 빈곤한 지역 중 하나였기 때문에 빈곤세대의 교육과 보건, 사회수당 등 사회복지제도의 확충은 국제적인 빈곤감소를 위해서도 필수적이었다. 본 연구는 아프리카 지역의 빈곤문제 양상과 빈곤감소를 위한 사회보장제도의 측면에서 새롭게 고찰해보고자 한 시도이다. 이에 본 연구는 아프리카지역의 남아프리카공화국과 나미비아를 중심으로 양국국가가 처한 빈곤상황에 따른 사회보장정책의 특징을 파악해보고자 했다. 첫째, 남아프리카 공화국과 나미비아 양국의 정치·경제·사회적 요인으로 인한 심각한 빈곤상황을 검토하였다. 둘째, 심각한 빈곤문제를 해결하기 위한 사회보장제도를 정비한 과정과 유사점과 차이점을 검토 하였다. 셋째, 남아프리카 공화국과 나미비아에서 시행되는 공적인 사회복지제도의 정비는 아프리카 지역의 빈곤대책으로 어떠한 특징이 있는지 살펴보았다. 그 결과를 요약하면 다음과 같다. 먼저, 아프리카 빈곤의 전형적인 특징은 사회경제적 요인을 포함한 민족분쟁의 장기화이다. 남아프리카 공화국의 빈곤과 경제격차 주요인은 아파르트헤이트 체제하에 이루어진 고용기회와 토지소유의 불평등이고, 나미비아는 독일과 남아프리카 공화국의 지배, 또한 HIV/AIDS 감염증가가 빈곤과 경제격차의 구조적 원인이 되었다. 남아프리카공화국과 나미비아에서 사회보장제도 형성의 유사점과 차이점을 살펴본 결과, 사회보장제도의 발생배경이 사회문화적 배경과 맞물려 현금급부제도를 발전시켜가고 있다는 점이 유사하였고, 남아프리카공화국과 나미비아는 같은 제도를 비납입형 제도로 발전시켰으나, 고령자에 대한 연금제도를 각각 국가의 특색에 맞게 변화하였다는 점에서 차이가 있다. 남아프리카공화국은 자산조사에 근거하여 사회수당의 일종으로 제도를 발전시키고, 나미비아는 보편적인 연금제도로 발전시킨 것으로 나타났다. 마지막으로 남아프리카 공화국과 나미비아에서 시행된 빈곤대책의 특징은 결론적으로 사회문화적 배경으로 인한 빈곤상황과 실업 등의 사회문제 극복을 위한 성과가 대체로 양호한 것으로 나타났다. 사회보장제도의 복지확대로 기본생활지원의 중요성을 강조하면서 개발형 사회복지를 확충해 나가고 있어 사회안전망이 강화되고 있다. 또한 공적연금개선 및 건강·실업보상에 대한 사회보험에 대한 보호를 위해 사회보험제도의 법 개정과 행정시스템이 개선되고 있으며, 보편적이고 실질적인 맞춤형 사회복지프로그램을 중점화 하여 시행 및 확대해 나가고 있다.
Abstract
The purpose of this study was, first, to compare the formational and developmental factors and cases of social security system for solving a serious poverty problem, second, to figure out the characteristic and the process of the system maintenance as the social security public system, and third, to inquire into the appearance of welfare policy for old-age pension benefits and system and into the difference between both countries, through analyzing the social security system in Republic of South Africa and Namibia. In consequence of the analysis, the following are the results that examined similarity and difference in the social security system between both countries. First of all, it is similar in the respect that the background in occurrence of social security system is proceeding with developing a cash benefit plan with being interlinked to the social and cultural background. This is because of having an effect of becoming a important support for income in the generation of poverty and of reducing high poverty rate as well. The Republic of South Africa and Namibia developed the same system as the non-payment system. However, there is difference in the regard that the pension system for the aged was changed in line with a distinct characteristic of each country. The Republic of South Africa developed the system as a kind of the social allowance based on surveying assets. Namibia was shown to have developed it as the general pension system. The comparative analysis on social security system between Republic of South Africa and Namibia can elicit a few implications in relation to South Korea's social security system. First, the social safety net needs to be reinforced by expanding welfare in social security system. Second, there is a need to revise the law of social insurance system and to improve administrative system in order to improve public pension and to protect social insurance on the health and unemployment compensation. Third, there is a need to proceed with enforcing and expanding by intensifying the universally & substantially- customized social welfare program.
