어획실적보고제도의 실효성 제고방안 연구

초록
적정한 어업관리를 위해서는 어획실적을 정확하고 필요한 시간에 파악하는 제도를 구축할 필요가 있다는 점에는 어업관계자 모두가 공감하고 있다. 또한, 어획실적을 정확하게 검증하지 않고 실시되는 수산정책은 성공하기 어렵고, 수산관계 국제회의 등에서도 막대한 손해를 초래하기 쉽다. 한국은 어선이 항구에 입항한 후에 서면으로 제출하는 어획실적보고가 주된 제도이고, 미국은 조업어장, 유통 현장 등에서 인터넷으로 보고하는 어획 및 거래실적보고가 주된 보고제도이다. 보다 과학적이고 신속하게 어획실적을 수집하기 위해서는 한국의 어획실적보고제도도 보다 과학적인 방법으로 개선할 필요가 있다. 가장 과학적인 보고체계를 확립하고 있는 미국과 한국의 어획실적보고제도를 비교한 결과, 한국 어획실적관리제도의 실효성을 제고하기 위해서 취하여야 할 조치는 다음과 같다. 첫째, 어선이 입항한 후에 제출하는 서면보고가 중심인 제도를 조업 현장에서 인터넷을 이용하여 즉시 보고하는 체제로 변경할 필요가 있다. 둘째, 어획실적보고를 검증할 수 있는 시스템을 구축하여야 한다. 검증체제가 확립되어 있지 않은 통계자료의 신뢰성은 낮다. 셋째, 어획실적의 조사 및 검증방법을 과학화·체계화시켜야 할 것이다. 즉, 조업활동, 어획조사 및 기록과정의 VTR 촬영 및 제출, 조사방법의 구체적 방법 교육 및 확인 등의 제도를 도입하여 신뢰성을 높일 필요가 있다. 넷째, 어획실적보고 규정 위반에 대한 벌칙을 강화하여야 한다. 또 벌금의 부과 기준도 명확하게 규정하여 어업자들이 자신의 위반 내용에 대한 벌칙의 수준을 예측할 수 있도록 하여야 한다.
Abstract
Those concerned in the fishing industry commonly share the point that it is necessary to establish the system to find fishing performance accurately and timely in order for proper fishing management. If fishery policy is performed without accurate inspection of fishing performance, it is hard to make the policy successful and it is possible to cause a big loss in international conferences of fisheries. As a main fishing performance management system, Korea has fishing performance reporting system in which a written fishing report is submitted when a ship enters a port. The US has the fishing & transaction performance reporting system in which fishing performance is reported on the internet in fishing grounds and distribution sites. To management fishing performance more scientifically and quickly, it is necessary to improve the Korean fishing performance reporting system in a more scientific way. The US has the most scientific fishing report system. Therefore, their fishing performance reporting system was compared with Korean fishing performance reporting system. As the result, in order to improve effectiveness of Korean fishing performance reporting system, it is necessary to take the following measures: First, it is necessary to change the current reporting system (in which a written report is submitted after a ship enters a port) to the system where a report is immediately made on the internet in fishing sites. Secondly, the system to evaluate fishing performance reports should be established. Statistics without evaluation system are low reliable. Thirdly, the method of inspecting and evaluating fishing performance should be scientific and systematic. In other words, by VTR shooting and submitting fishing activities, fishing inspection and records, and introducing the system of inspection method training and verification, it is necessary to increase reliability. Fourthly, the penalties for violating fishing performance reporting rules should be enhanced. In addition, the criteria of penalties should be defined clearly in order for fishers to estimate the penalties for violation.
