개인정보침해 피해 심각성에 대한 우려가 개인정보권리 인식에 미치는 영향

최근 증가하는 개인정보 유출과 그에 따른 피해의 급증으로 인해 개인정보보호에 대한 관심이 높다. 특히, 빅데이터 시대에는 개인정보 활용과 보호라는 양면성이 존재하게 된다. 그러나 개인정보 보호에 대한 정부의 역할과 사용자들의 인식은 여전히 부족할 뿐만 아니라 정보주체인 개인들의 개인정보보호에 대한 의식수준은 매우 낮은 편이다. 따라서 본 연구에서는 ‘개인정보보호법’에서 제시하고 있는 개인정보보호에 대한 인식을 높일 수 방안을 제시하려고 한다. 이를 위하여 보호동기이론의 개인들의 인지된 심각성이 개인정보보호 권리에 대한 인식을 증가시키는지를 실증분석하고 있다. 또한 인지된 심각성이 개인정보보호 권리에 미치는 영향이 인구사회학적 특성에 따라 다른 효과가 나타나고 있는지도 추가로 살펴보고 있다. 분석결과에 따르면 개인들의 인지된 위험이 증가할수록 개인정보 권리에 대한 인식이 증가하는 것으로 나타나고 있다. 또한 개인정보침해에 대한 심각성이 개인정보 권리에 대한 인식에 미치는 영향이 성별, 교육수준에 따라 다르게 나타나고 있다. 이런 본 연구의 분석결과는 정보이용자들의 개인정보 권리에 대한 인식을 통하여 개인정보보호 문제를 해결하려는 점에서 의의가 있다. 뿐만 아니라 개인정보보호에서도 인구사회학적 특성에 따라 개인정보보호 불평등이 존재할 가능성이 있다는 시사점을 제시하고 있다는 점에서 의의가 있다.
Abstract
In recent years, there has been increasing interest in the study on personal information protection as the result of the continuing rise in personal information leakage in South Korea. The purpose of this study is to examine whether perceived severity influences on the level of awareness of rights related to personal information. Using the 2014 Survey on Information Security(Individual) data, we find that the more people awareness of threats to information security, the more increase awareness of personal information rights. In addition, there exists a significant difference in awareness of personal information rights according to sociodemographic characteristics. The results of this study suggest that perceived severity has a positive effect on awareness of personal information rights. Also, further studies should take into consideration the sociodemographic gap when designing strategies to prevent personal information breach.
