공공기관의 노동조합이 비정규직의 고용에 미치는 영향: 직접고용비정규직과 간접고용비정규직을 중심으로

This paper analyzes how Korean labor unions in public institutions affect the employment of nonstandard workers based on two conflicting theories: insider-outsider theory and bargaining power theory. Furthermore, this paper analyzes labor unions’strategies in responding to a nonstandard worker policy of the central government. Using both balanced and unbalanced panel analysis of Workplace Panel Survey (WPS) data from the Korea Labor Institute (KLI), we found that labor unions in public institutions have ignored the issue of nonstandard workers. Moreover, this study showed that labor unions are acting as “insiders” to cope with president Myeong-Bak Lee’s reformation plan (Public Institution Advancement Plan). This behavior was more apparent among directly-employed nonstandard workers who are relatively easy to replace with labor union members than among the indirectly-employed. The findings of this study have two important implications. Firstly, this paper identifies the strategies of labor unions in public institutions in responding to the issue of nonstandard workers. Secondly, using two competing theories, this paper analyzes how labor unions in public institutions respond to changes in political dynamics.
