개인정보보호 교육훈련 평가모형 및 측정에 관한 탐색적 연구: CIPP 평가모형 적용 및 검증을 중심으로

본 연구는 공공부문의 개인정보보호 교육훈련의 평가 측정모형 개발을 목적으로 한다. 이를 위해 교육훈련 평가에서 많이 적용되고 있는 CIPP(Context, Input, Process, Product)모형을 활용하여 공공부문 개인정보보호 교육훈련 평가모형을 개발하고 측정지표의 신뢰성 및 타당성을 검토하고자 하였다. 이를 위해 개인정보보호 교육훈련 유경험 공무원을 대상으로 설문조사를 실시하고 평가모형을 검증하였다. 내적 일관성 분석결과 상황, 투입, 과정, 산출 등 CIPP 구성개념별 측정변수의 신뢰도는 확보된 것으로 나타났다. 그리고 측정모형 분석은 확인적 요인분석을 통해 1차 요인분석과 2차 요인분석을 실시하였다. 확인적 요인분석 결과, 측정모형의 적합도 지수는 대부분 수용기준을 충족하고 있는 것으로 나타났으며, 각 구성개념별 집중타당도 및 판별타당도 역시 확보된 것으로 분석되었다. 이러한 논의를 통해 공공부문의 개인정보보호 교육훈련 평가모형을 위한 이론적･정책적 함의를 제시하였다.
Abstract
The purpose of this study is to develop the evaluation model of privacy educational training. Applying with the CIPP model (Context–Input–Process–Product), this study develops the measurement model of the privacy educational training in the public sector, and tests the validity and reliability of this model. The results indicate that the internal consistencies of the CIPP constructs are ensured. Furthermore, the higher order factor analysis reveals the good fit indices to the data. The results confirm the convergent and discriminant validity of this measurement model. Based on the these findings, this study suggests theoretical and practical implications for the evaluation and measurement of the privacy educational training in the public sector.
