통일 관련 법제와 지방자체단체의 역할 - 법제도 분석과 개선방안을 중심으로 -

Local governments could make an important role to lay the foundation for integration of the two Koreas from the grass-root level in the process of national unification. Such a function of local self-governing bodies should be encouraged and enlarged in various areas, including inter-Korean exchanges and cooperation, humanitarian aid, settlement support of residents escaping from North Korea, unification education etc. Notwithstanding the fact, almost all the existing law and regulations of ROK lack the provision for local governments. In light of this point, it is proper for the South Korean government to wholly reexamine the present unification-related laws and regulations, and revise or supplement them in keeping pace with the development of South-North Korean relations.
