이 연구는 문화에 대한 투자와 경제적 부가가치 발생에 관한 기존의 가정을 검토하고자 하는 의도를 지니고 있다. 구체적으로 이 연구는 문화에 대한 투자가 자치단체의 발전을 약속하는 유효한 대안인지를 확인하는 시도라고 정리할 수 있다. 이를 위해 이 연구는 많은 도시들이 문화를 도시 발전 전략으로 채택하고, 철회하기를 반복하는 와중에도 지방자치제 실시 이후 시종일관 ‘문화도시’를 도시의 비전으로 제시하고 있는 경기도 부천시의 사례를 분석하였다. 부천시의 사례를 분석하는 과정에서 ‘문화도시’가 도시의 발전 전략에서 어떻게 구체화되었는지를 확인하는 한편 부천시가 지니고 있는 ‘문화도시’로서의 성취를 평가하였다. 그리고 이와 같은 ‘문화도시’로서의 성취와 위상이 실제로 부천시의 경제적 발전으로 이어지고 있는지도 검토하였다. 그 결과 많은 논의가 주장하고 있는 것처럼 문화에 대한 투자가 기대했던 것만큼의 경제적 파급효과로 이어지는 것은 아닐 수 있다는 사실을 확인하였다. 이러한 사실은 문화에 대한 투자를 도시 발전의 약속으로 받아들이고 있는 많은 주장들을 지금 보다 훨씬 비판적인 시각으로 받아들여야 한다는 교훈을 주고 있다.
Abstract
This study reviews the seemingly unexamined assumption about the relationship between investment to culture and local economy. Specifically, this study tries to determine whether the investment to culture is a valid alternative that promises the development of municipalities. This study analyzes the case of Bucheon, which has consistently pursued the ‘city of culture’ as a urban development strategy. First, this study assesses Bucheon’s achievement as a "city of culture". Then, it examines whether these achievements actually led to the economic development of Bucheon. Buchoen’s case shows that investment to culture can not lead to a great economic growth notwithstanding the positive expectation. This result suggests that the arguments based on the taken-for-granted assumption that a investment to culture will lead to the economic development of the city should be made more carefully than now.
