초록
본 연구는 부동산전자계약시스템 도입에 따른 업계의 영향과 대응방안에 대해서 개업공인중개사들을 대상으로 설문조사를 통해 연구했으며, 연구한 결과는 다음과 같다. 첫째, 전자계약시스템에 대해서 공인인증서를 등록하게 하고 공인 인증된 한국공인중개사협회의 K-REN 거래정보망과 연계해서 K-REN 거래정보망을 통해서만 부동산전자계약시스템을 이용해서 부동산거래를 하게 해야 한다는 것이다. 둘째, 부동산 거래에 있어서 전문적인 부동산정보 제공자로서 개업공인중개사와 부동산중개협회의 역할을 강화함으로써 부동산업에 대한 국민들의 의식을 전환할 수 있는 계기로 활용할 수 있어야 한다는 것이다. 셋째, 협회가 전자계약시스템 도입을 주도하면서 민간 부동산정보사업자, 사설정보망 및 직거래사이트들의 접근을 사전 차단하고 공인중개사들을 위한 원스톱 중개거래 지원체계를 구축하는 것이 더 유리하다는 점이다. 결론적으로, 협회 주도로 전자계약시스템의 도입을 적극 검토하면서 민간기업 등의 개입을 차단해야 한다는 점과, 정부가 부동산전자계약시스템 도입을 위한 시범서비스를 진행하는 동안 협회는 협회 차원에서 전자계약시스템의 효과성, 발전가능성 및 활용가치를 재검토하고 최종적인 입장을 정리해서 주도적이고 적극적으로 대처해야 한다는 것이다.
Abstract
This research studied empirically through a direct survey of practitioners across the country for the realtor industry and the impact of response measures according to real estate electronic contract system introduced. As a result of research in it is as follows. Only the K-REN Trading Information Network Association of Korea realtor real estate using the electronic contract system should be in a real estate transaction. By strengthening the role of the practitioner realtor and real estate brokerage associations should take advantage of the awareness of the people on the occasion of real estate that can be switched. While actively review the introduction of an electronic contract system in association led was point out to the need actively blocked by the other private companies and institutions of intervention, Korea realtor association for the government to proceed with the trial for the introduction of real estate electronic contract system, the association level in reviewing the effectiveness, development and utilization potential value of electronic contract system, and that it will organize a final position to deal with and actively driven.
