파트너 투입시간과 감사품질 사이의 관계

The Relationship between Partner Hours and Audit Quality

초록

본 연구는 감사에서 파트너투입시간과 감사품질 사이의 관계를 조사한다. 회계법인은 오랜 관찰과 경쟁을 포함한 엄격한 선임 절차를 거친 후 구성원을 파트너로 선임한다. 그러므로 파트너는 감사팀 구성원 중 가장 경험이 많을 뿐만 아니라 전문가적 통찰력을 견지하고 있을 것이다. 감사에 있어 이와 같은 고급 인력 투입 시간은 감사품질과 양의 관계를 가질 것으로 예상할 수 있다. 그러나 파트너의 중요성과 역할에도 불구하고 실제로 파트너시간이 감사품질과 어떤 관련을 갖는지에 대해서 알려진 바가 많지 않다. 이는 무엇보다 연구자들이 회계법인의 내부자료인 파트너 시간을 입수하는 것이 어렵기 때문이다. 우리나라에서는 2014년 감사보고서에 파트너시간을 공시하기 시작하면서 파트너시간과 감사품질의 관계를 조사하는 것이 가능해졌다. 이에 본 연구는 국내 상장기업의 2014년 감사보고서에 공시된 파트너 시간을 직접 수집하여 파트너시간과 감사품질의 관계를 조사한다. 국내 상장기업의 2014 감사보고서에 제시된 파트너시간 자료를 사용하여 조사한 결과 파트너시간은 재량발생액과 음의 상관관계를 가져 파트너시간이 높을수록 감사품질도 높았다. 이는 파트너가 투입한 감사시간에 존재하는 고객기업의 특성으로 인한 내생성을 통제한 후에도 유의하다. 감사보고서에서 분리하여 공시한 대로 파트너총시간을 분ㆍ반기검토시간과 연간감사시간으로 나누어 분석을 하여도 파트너총시간을 사용할 때와 조사결과는 유사하다. 또한 파트너시간과 감사품질사이의 관계를 더 자세히 조사하기 위해 재량발생액을 영보다 크고 작은 두 소집단으로 나누어 이들 각각을 조사하면 이 두 집단 모두에서 파트너시간과 재량발생액은 음의 관계를 갖는다. 파트너가 소속한 감사법인의 규모에 따라 Big 4 감사법인과 non-Big 4 감사법인에 소속한 파트너로 분리하여 조사를 한 결과도 대체로 유사하다. 파트너시간 자체를 사용한 결과가 감사품질과 유의한 양의 상관관계를 가지는 것에 반해 파트너시간의 비율을 사용한 결과는 비율을 계산하는데 있어 어떤 분모를 사용하여도 유의하지 않다. 대용치에 따라 다소 일관성이 없는 이러한 결과는 규제자들이 주장하는 대로 경험이 많은 파트너시간 투입이 반드시 감사품질을 제고한다고 결론을 내리기는 어렵다는 것을 의미한다. 다시 말해서 본 연구의 결과는 파트너시간을 공시하는 것은 감사품질에 대해 관심을 갖는 이해관계자들에게 추가적인 유용한 정보를 제공할 것이라는 규제자들의 주장을 제한적으로 뒷받침하지만 이 해석이 설득력을 가지기 위해서는 향후 추가조사를 통한 일관성 있는 결과의 축적이 필요하다는 점을 시사한다. 본 연구가 재량발생액을 사용하여 파트너투입시간과 감사품질 사이의 유의한 관계를 발견하고 있지만 결과가 파트너시간의 정의에 민감하다는 발견은 어쩌면 예상할 수 없었던 바가 아닐 수 있다. 우선 본 연구에서 사용할 수 있는 자료기간이 단지 1년에 불과하다는 점이 연구의 검증력을 확보하는 데 큰 장애가 된다. 자료기간의 한계는 시간이 경과하여 자료가 축적되면 해소할 수 있을 것이다. 또한 현행 공시의 한계로 감사보고서에서 감사시간을 파트너시간과 나머지 직급을 한꺼번에 모아 등록회계사 및 수습회계사시간으로만 구분하여 공시하는 것은 직급별시간과 감사품질 사이의 관계를 보다 잘 이해하는데 어려움으로 작용한다. 이는 시간이 경과해도 해소하기 어려운 한계로 남는다. 이들 한계에도 불구하고 파트너시간이 감사품질과 부분적으로이기는 해도 체계적인 관련이 있다는 본 연구의 결과는 파트너시간의 공시가 투자자들에게 감사품질에 대한 추가적인 유용한 정보를 제공한다고 볼 수 있는 근거가 된다.

Abstract

In this study, we examine the relationship between partner hours and audit quality measured by signed discretionary accruals and meet/beat benchmarks. Audit firms appoint audit partners selectively after a careful and long observation of their employees. To the extent that such a partner selection process works as intended, partners in audit firms likely have professional insights into the important matters concerning auditing (e.g., risks associated with clients). Such insights will help partners design effective audit programs, appropriately allocate staff efforts and hours, and analyze audit risks, This in turn suggests that partner hours likely positively associate with audit quality. Despite this important predicted relationship, little empirical evidence is currently available about the relation between partner hours and audit quality. The primary reason for this conspicuous absence is that researchers usually lack the audit partner hour information as it is proprietary. However, the Korean government requires audit firms to disclose the partner hour information in the audit report starting 2014 fiscal year. This disclosure requirement makes it possible to examine the relation between the number of audit partner hours and audit quality. We hand-collected the partner hour information from the company annual reports and investigate its relation with audit quality. Using 1,417 partner hour observations from the 2014 annual reports, we find that the audit partner expected hours are positively associated with audit quality proxied by both signed discretionary accruals and performance-matched discretionary accruals. The company annual reports split partner hours into partner review hours of interim financial statements and partner audit hours of annual financial statements, both of which are positively associated with audit quality. Moreover, when discretionary accruals are split into the observations that are greater than or equal to 0 and the observations that are smaller than 0, we observe a positive relationship between partner hours and audit quality in both sub-samples, suggesting that partner hours tend to reduce discretionary accruals irrespective of their signs. In addition, although we use the expected partner hours in order to control for potential endogeneity involved in partner hour choice decisions, the results are qualitatively similar if acutal partner hours are used in the analysis. This finding indicates that the main results that we report using the two-stage method are not sensitive to the potential misspecification of the estimation model that is used to measure the expected partner hours in the first-stage. Further, the positive relationship between partner hours and audit quality is observed in the subsamples that are consisted of partners from Big 4 audit firms and non-Big 4 audit firms, suggesting that the main finding is not driven by either Big 4 or non-Big 4 audit firms alone. However, when audit quality is proxied by meet/beat benchmarks using both zero profit and analysts’ earnings forecasts, we find no relationship between partner hours and audit quality. Further, our finding is sensitive to the definition of partner hours. In particular, when partner hours are defined using ratios, we find no significant systematic association between partner hours and audit quality. This indicates that it is too early to definitely conclude that partner hours are positively associated with audit quality. That is, although some of our findings constitute intial evidence that disclosing partner hours will provide useful additional information to market participants about audit quality consistent with the regulator’s assertion, this finding should be interpreted with care. Our study is subject to several limitations. First, partner hours used in our study were collected from only 2014 fiscal year. Although it might be possible that the results are sensitive to time specific economic events, we are unable to test the robustness of our finding to the time varying events. Such robustness tests will be feasible as the number of years of data availability increases. Second, the current requirement splits total audit hours into partner hours and hours of all other ranks of auditors. Given that there are several different ranks that are lumped together as “all other ranks”, our analysis is reasonable. However, it is plausible that there are auditors who are included in all other ranks but are quite close to partners under the current disclosure format. Despite these limitations, our study contributes to the literature by providing initial evidence that partner hours are positively associated with audit quality measured by signed discretionary accruals.
