과학데이터의 공유 및 활용 촉진을 위한 법적 과제

As a paradigm shift has occurred in R&D activities to data driven, it is very important matter to make national system for promoting the collecting, preservation, management and co-use the various kinds scientific data from the R&D activities. Korea have made national strategy to promote the management and utilization of scientific data, but detailed policy measures and system settings for concrete practicing are yet insufficient. Particularly, it is apprehended that scientific R&D results disappeared, and also it is difficult to support effectively data driven R&D activities, because of the absence in legal system for sharing and utilization of public scientific data in national R&D programs. Therefore, in this paper, the construction measures to make legal system efficiently that become institutional base for promoting the sharing and utilization of national scientific data are researched and presented. Especially, the policy direction and legal problems are reviewed and suggested to promote the management, sharing and co-use scientific data in national basis that come from national R&D projects.
