소득보장을 통한 공적 부양의 문제점과 개선방안

Supporting the elderly has become a social issue around the world due to extremely low birth rate and labor shortages. Especially, thesedays, adult child doesn’t have awareness of supporting the elderly and there is no provision regarding forcing obligation of support for aged parents in the civil law. So, the number of old people who are poor is on the rise. In addition, it leads to increase suicide rate of old people. In this case, it is inevitable that the nation has to establish public support system through supplemental security income. Thus, the National Basic Living Security Act and the Basic Pensions Act were enacted. However, there has been criticism, which is that these laws have problems for providing security for the elderly. In the National Basic Living Security Act, there are problems concerning scope of person who is under obligation to support, regarded maintenance cost, refusal and recusal of support connected with a standard of person who is under obligation to support. In the Basic Pensions Act, there are problems, which is pension calculation, method of receiving pension, relationship with other pension. We have to ameliorate these problems. However, although we change law and policy, we cannot address these problems totally otherwise national finance has to be prosperous. Therefore, the government should take a measure that helps the poor elderly selectively for securing life for golden years.
