Way to minimize conflicts of central and local government and switch the relations between them from confrontation to partnership is to allow participation of local authorities in decision-making processes and reflect their stance and opinion. In other words, It requires a bottom-up decision-making in the process leading to the province → country. Currently, local governments are not guaranteed effective participation in decision-making processes that affect them. Passive participation by the Parliament demands or needs regardless of local position or if it does not ensure that the review of legislation in the deliberations of the National Assembly, in this situation it is useless to submit feedback system on Act. Also, This effectiveness on policy suggestion falls significantly. Therefore, we must find ways and local governments could actively submit their stance and opinions in Parliament internal procedures. We need to create a parliamentary system to take into account the views of local governments. This paper proposes three ways to change the way Congress configuration. The first is to install a permanent decentralization special committee in the National Assembly plans to consider focusing local finance and related issues such as the transfer of central government authority in the province. The second way is to introduce proportional representation by regimes. This method is a variation of proportional representation election without significant changes to the structure of the parliament itself, just the way how you can strengthen your local congressional representative. The third way is to introduce a regional representative types Senate. This method is the best way to directly reflect the interests of local governments in national policy-making process. This method, however, the constitution can be amended, and requires considerable discussion about the balance of power structure.
