공공고용서비스와 고용보험가입 근로자 직업이동

한국의 공공고용서비스 프로그램중 워크넷(Worknet) 구직지원서비스와 취업성공패키지에 참여한 경험이 있는 근로자 정보를 이용해 공공고용서비스가 고용보험 피보험자의 한국표준직업분류 기준 직업이동에 미치는 효과를 분석하였다. 이를 위해 자료의 정확성이 높은 고용노동부 고용보험DB의 피보험자 자료와 공공서비스 이용자 정보 등 행정자료를 이용하였다. 본고에서는 공공고용서비스 참여여부가 고용보험가입 근로자의 2004년부터 2013년까지의 한국표준직업분류상의 직업이동에 미친 영향을 분석하였다. 다중로지스틱 회귀분석결과 워크넷 구직지원서비스는 직업이동에 정(+)의 효과를 미쳐 서비스 수혜자는 이동전과 다른 직업으로 취업할 확률이 높았다. 반면 취업성공패키지의 경우 직업 하향이동 가능성과 부(-)의 상관관계를 보이고 있으며 상향이동과의 관계는 통계적으로 유의적이지 않다. 취업성공패키지가 직업상향이동과 관계가 유의치 않은 것은 구직자의 구직의사가 낮은 상태에서 참여수당 수령을 위해 프로그램에 참여한 경우 발생하는 일종의 잠금효과가 있는 것으로 해석될 수 있다.
Abstract
This paper analyses the effects of Korea’s public employment service(PES) on occupational mobility using Employment Insurance(EI) database, the more accurate administrative data compared to the survey data. Among many PES programs of Korea we deal with two major programs, Worknet job referral service and a hybrid program named Employment Success Package(ESP). The results from multi-logistic regressions show that Worknet’s job referral service has a positive effect both on upward and downward occupational movements. The positive effect even on the downward mobility can be interpreted positive as EI-covered jobs are relatively good compared to non-covered jobs. However the participation in Employment Success Package Program (ESP) has some mixed results as it has a negative correlation with the downward mobility but at the same time shows no significant correlation with upward mobility. No significant correlation of ESP with upward mobility may be interpreted negative as Employment Success Package is regarded too generous to the program participants and they do not have strong willingness to find jobs but just try to meet the attendance requirements to seek the program allowances.
