공천제도와 당선자의 정치적 성향: 광역시·도단체장과 교육감 선거의 비교·분석

The 6th local election in Korea was held in June 2014, in which the heads of provincial· metropolitan and local governments, the members of provincial·metropolitan and local councils, the provincial·metropolitan superintendents of education, and the members of provincial·metropolitan education committees were simultaneously elected. Among these, the elections for provincial·metropolitan governors and education superintendents can be regarded as a natural experiment that reveals the effect of differences in electoral system as both elections simultaneously took place with the same constituencies and electorates. This paper, while investigating the characteristics and the international conformity of the method to select the education superintendents in Korea, compares the institutional differences in e l e c t o r a l system t o e l e c t t h e provincial·metropolitan governors and education superintendent. Furthermore, this paper studies the effect of institutional difference on the election result by estimating the political inclinations of median voter. We find that the only difference between two electoral system exists in the involvement of political parties in election. Moreover, the electoral system for the education superintendent, in which political parties are prohibited from nominating the candidates, tend to choose the winners whose political inclination is lopsided and relatively distant from that of the median voters
