노동시간 미스매치와 노동자의 근로환경만족도 간의 관계 분석

본 연구의 목적은 희망노동시간과 실질노동시간 간의 갭, 즉 노동시간 미스매치가 노동자의 근로환경만족도에 미치는 영향을 검토하는 것이다. 분석에 사용된 자료는 한국안전보건연구원이 2014년에 실시한 제 4차 한국근로환경조사(KWCS)이다. 종속변수로 사용된 변수는 응답자가 주관적으로 평가한 근로환경 만족도이다. 순위로짓모형을 이용한 실증분석 결과, 노동시간 미스매치는 노동자의 근로환경만족도의 감소와 통계적으로 유의하게 관련되어 있다. 주당 노동시간이 45시간 이상인 집단에서는 과잉노동의 부정적 효과가 뚜렷하고, 주당 노동시간이 45시간 미만인 집단에서는 과소노동의 부정적 영향이 비교적 뚜렷하다. 한편 노동시간의 절대적 길이와 노동자의 근로환경만족도 간의 관계는 덜 분명하다. 특히 실질노동시간이 희망노동시간과 일치하는 한, 주당 55시간 이상의 장시간 노동은 노동자의 근로환경만족도에 유의한 영향을 미치지 않는 것으로 나타났다. 이와 같은 분석 결과는 노동자의 후생 증진을 위해서는 노동시간의 절대적 길이를 줄이는 것뿐만 아니라 노동시간 미스매치(실질노동시간과 희망노동시간 간의 불일치)를 해소하는 것이 중요하다는 것을 시사한다.
Abstract
The purpose of this paper is to examine the impact of working-time mismatches(i.e. differences between actual and desired work hours) on employees’ job satisfaction in Korea. The underlying data orginate form the 4th wave of Korea Working Condition Survey(KWCS). The results from Ordered-probit regressions indicate that working-time mismatches have clearly adverse consequence for the employees’ job satisfaction in Korea. While the negative effect of over-employment is relatively large and significant on the workers who work 45 hours and more a week, under-employment tends to have a significantly negative impact on the worker whose working-hours is less than 44 a week. The relationship between the job satisfaction and the length of working hours length is less clear. Especially, if actual work hours is consistent with the desired ones, even long working hours over 55 hours a week do not have significant negative impacts on employees’ job satisfaction. These results suggest that, in order to improve the employee’ well-being, it is important to eliminate or reduce the working-time mismatch as well as shortening the absolute length of working time in Korea.
