학교 비정규직 노동자들의 경험 연구: 학교 영양사의 노조 활동을 중심으로

본 연구는 노조에 가입한 학교 영양사와의 일대일 심층면접을 통해 영양사들의 노조 경험을 분석함으로써, 이들이 비정규직 노동자로서 스스로가 처한 불평등한 현실에 대해 ‘인식적 자각’을 경험하고 노조 활동을 통해 집단적으로 저항해 나가는 과정을 분석하는데 그 목적이 있다. 본 연구에서 비정규직 학교 영양사는 노동시장에서 불평등과 배제를 경험하였지만, 이들은 수동적 피해자의 위치에만 머무르지 않는 능동적 주체로 정의된다. 본 연구의 자료수집을 위하여 4년제 대졸 이상 학교 영양사 여성 10명을 대상으로 반구조화 면담지를 사용한 심층면접을 하였으며, 그 결과를 분석하였다. 이 연구의 참여자들은 자신들의 불평등한 위치를 극복하기 위한 해결책으로 집단적 노조활동을 긍정적으로 보고 노조원으로 가입하고 있었다. 그러나 그들은 실제 조합원으로 가입한 후 노조활동의 가능성도 경험하였지만 여러 가지 제한점을 발견하기도 하였다. 본 연구 결과는 조직화가 어려운 것으로 알려진 비정규직 여성 근로자들이 어떻게 집단적이고 조직적인 저항활동에 참여하게 되는지, 그리고 어떠한 조건에서 그러한 집합행동이 촉진되고 성공할 수 있는지에 대한 분석적 자원을 제공하는데 기여할 것으로 보인다.
Abstract
My research focuses on school dietitians who mainly compromise the temporary labor force in the education sector. I problematize that despite their educational and professional backgrounds, they are trapped into insecure and low-paid jobs. My aim in this paper is to demonstrate what mechanism causes the job ghetto and how women empower themselves through their collective and individual endeavors. I target school dietitians in the N metropolitan city who are enrolled in the SNWU and who are attending a teacher certification program at a graduate school. For the theoretical background, I review previous studies examining the government’s neoliberal patriarchal ideologies and its austerity measures. I also explore the history of union activities of Korean women. I individually interviewed with 10 dieticians. The interview findings showed that they shared a feeling of unfairness, and collectively mobilized themselves for their working condition. However, some participants did not support the union’s strategies and its final goal of permanent status. Because of a prolonged economic recession, they were divided in their opinions of union activism. Facing such challenge, active union members call for more solidarity in order to effect real change.
