중소기업의 기술이전･사업화 경험 차이에 따른 정부 정책수단별 중요도 차이 분석

국가 R&D의 주요 목적 중의 하나는 공공연구기관(대학 및 정부출연연구소)의 R&D 결과로 발생한 기술이 기업으로 이전되어 우리 산업 활성화에 기여하는 것이다. 본 연구에서는 기존 연구들이 “기술이전 및 사업화(하나의 종속변수)”에 영향을 주는 요인 탐구에 치중했다는 점을 문제의식으로 삼고, “기술이전”까지만 경험한 기업과 다음 단계인 “사업화”까지 경험한 기업들이 느끼는 정부정책의 중요성에 차이가 있지 않을까라는 질문을 풀고자 하였다. 이에 본 연구는 중소기업이 기술이전을 받고 난 이후 사업화까지 이르는데 있어서, 기업 입장에서 느끼는 정부 지원책의 중요성 변화를 실증 분석하였다. 중소기업을 대상으로 한 설문을 가지고 T-검정 및 회귀분석을 한 결과, 기술이전까지 경험한 중소기업의 정책에 대한 인식과 기술이전을 넘어 사업화까지 경험한 기업의 정책에 대한 인식은 차이가 있고, 사업화 단계까지 고려한 정부정책에서 중요하게 여겨지는 것은 ‘중소기업밀착지원정책’임을 발견하였다. 공공기술의 기술이전을 넘어 사업화를 위해서는 출연(연)･대학과 중소기업의 기술매칭에 대한 정책적 노력과 공공연구기관의 연구장비가 수요 중소기업에게 적시에 활용될 수 있는 제도 개선 등에 정부의 역량이 보다 집중되어야 할 것으로 보인다.
Abstract
One of the important aims of national R&D is to encourage technology transfer and commercialization from university and governmental research institutes to industry. Previous studies have found lengthy sources affecting to the success of technology transfer and commercialization. This study, however, distinguishes commercialization from technology transfer and examine SMEs’ policy cognition upon their different experiences between technology transfer and commercialization. Based on data which surveyed SMEs in 2015, notable findings are unclosed. There was a difference in SMEs’ policy cognition according to their different experiences between technology transfer and commercialization. The difference was strongly revealed in “friendly assistant policy for SMEs.” The government need to put more efforts on technology matching between university/governmental research institutes and SMEs. Also, technology facilities located in public sector need to be utilized for SMEs.
