피해자지원법인의 표준 지침 수립방안: 위기개입 모델을 중심으로

This research started from raising the issue that crime victim support centers are in need of specialized intervention manual. For the first step towards narrowing the regional gap in service quality due to the lack of standardized work guideline and establishing an integrated victim protection/support system, this study intended to set up standardized guidelines. In order to find the appropriate theory to apply to subjects that experienced victimization to a crime, the necessity of crisis intervention was highlighted through preceding studies that used victims as intervention subjects, and the followings 8 steps were suggested based on crisis intervention theory: [Stage 1: Assessment (① Intake, ② Basic Consultation, ③ Evidence Compensation) → Stage 2: Planning (① Professional Consultation, ② Evaluate matters of support) → Stage 3: Intervention → Stage 4: Crisis Countermeasure Planning (Case Termination) → Stage 5: Follow-up (Agency Connection/Reward Management). This study can be differentiated from previous research as these guidelines cover all procedures from intake to follow-up, and suggests standardized victim management procedures based on crisis intervention theory. Such a standardized set of guidelines will not only positively affect victim protection, but also allow systematic management of victim support centers, conducting a huge role in its growth and development. Meanwhile, in order to utilize these guidelines, professional training and education in crisis intervention should be launched. Also, institutional establishment should be preceded so that relevant professionals can make effective interventions for victims as crisis intervention specialists.
