민주화 시대의 언론과 ‘민주주의적 가치’의 후퇴언론인 의식 조사 자료에 대한 검토, 1989∼2013

이 연구는 <언론인 의식 조사> 자료를 통해 1987년 민주화 이후 한국 언론과 민주주의의 관계 변화를 장기적으로 검토한다. 이를 위해 1989년부터 2013년까지 총 12차례 수행된 <언론인 의식조사> 데이터를 분석 대상으로 삼는다. 이 자료가 한국 언론인의 의식과 직업 환경에 대한 가장 오래되고 방대한 조사 자료인 만큼, 그 속에서 한국 언론인의 직업 환경과 가치 변화, 특히 민주주의적 가치의 전진과 후퇴의 양상을 다양한 방식으로 추적할 수 있기 때문이다. 그 결과 다음과 같은점들을 확인할 수 있었다. 우선 지난 30년 동안 한국 언론의 민주화는 정치적 민주화의 진전과 함께 지속적으로 향상되었다. 하지만 제도적 민주화가 반드시 언론(인)의 민주주의적 가치의 증대와직결되지는 않았다. 언론인의 취재보도 규범 가운데 감시 기능, 해설과 비평, 공론장 역할이 상대적으로 중요시되었지만, 해당 기능의 실제 수행성 평가는 낮은 편이었다. 또한 정치적인 성향 측면에서 언론인 개인과 소속 회사의 급속한 ‘보수화’가 이루어지고 있는 것으로 나타났는데, 이는 언론 환경 전반에 걸쳐 민주주의적 가치의 중요성이 후퇴하는 매우 중요한 지표로 간주될 수 있다. 이상의 논의를 통해 이 연구는 지난 30년 동안 한국의 언론과 민주주의가 제도적이고 형식적인 측면에서 끊임없이 진화해왔지만, 언론인의 가치와 민주주의적 의식이라는 측면에서 여러 가지 구조적 제약들이 여전히 계속되거나 오히려 심화되고 있음을 확인할 수 있었다. 이러한 결과를 바탕으로 이 연구는 오늘날의 민주주의 · 탈민주주의의 과정과 미디어에 대한 새로운 이론적 · 실증적검토가 필요하다는 점을 주장한다.
Abstract
Based on the Annual Report on Journalists’ Self-Conscience in Korea, this study carries out a long-term examination of the Korean journalism and democracy after the democratization of 1987. This Annual Report , begun in 1989 by the Korea Press Foundation, took place twelve times until 2013, and became the oldest and the largest research on the journalists’ self-conscience in Korea. The time-serial analysis on these materials shows in the first place that the democratic awareness of Korean journalists has been constantly increasing during last thirty years. Among journalism norms, the surveillance function, commentaries and critics, role of public sphere are considered relatively important, but actual performances of the surveillance function and public sphere function are ranked low. On the aspect of the political orientation, a rapid “conservative swing” of the individual journalists and the company where he belongs is observed. Through these materials, we will be able to appreciate the transformation of awareness on the Korean journalism and democracy during last thirty years, and draw a task of theoretical, empirical examination on the relationship between the journalism in Korea and the democracy/post-democracy.
