공인회계사 적정선발예정인원에 관한 연구

A Study on the Supply of New Certified Public Accountants

초록

본 연구는 공인회계사 적정선발예정 인원에 대한 분석을 실시하였다. 지난 2007년 이후 약 10년간 우리나라의 공인회계사제도는 변화 없이 일정하게 유지되었으며, 연도별 선발인원 또한 900명~1000명 선에서 (연평균 950명) 유지되었다. 본 연구는 지난 10년간의 회계시장 및 감사시장의 변화를 고려하여 현재의 공인회계사 선발인원이 적정한지를 검토하고 적정선발 예정인원을 결정하기 위한 의견을 제시 하였다. 본 연구는 크게 세 가지 방법을 적용하여 적정선발인원을 제시하였다. 첫 번째로 회계시장과 관련된 각 집단과의 심층 면접을 실시하였고, 두 번째로 추정모형을 사용하였으며, 마지막으로 여러 이해관계자들에 대하여 설문조사를 실시하였다. 이해관계자들 대상으로 한 심층 면접의 결과, Big 4 회계법인의 구성원들의 경우 제한된 감사보수하에서 현 수준 이상으로 공인회계사를 채용하기에는 어려움이 있어 현행 수준이 적절하다는 의견을 제시하였다. 중견회계법인들 및 중소회계법인 구성원들의 경우 회계산업의 경쟁이 치열하고 감사시장의 열약(劣弱)함을 고려할 때, 선발인원을 200~300명 줄여야 한다는 의견을 제시했다. 반면에 감독기관 구성원들의 경우 선발인원은 더 늘어나는 것이 바람직하다는 의견을 제시하였다. 추정모형을 사용한 분석에서는 1) 각 국가의 공인회계사수를 추정하는 방법, 2) 실무 수습기관의 수용 능력에 근거한 방법, 3) 회계시장 규모에 근거한 방법 등의 수치적인 방법으로 추정 모형을 설정하여 적정 공인회계사수를 제안하였으며, 분석 결과 OECD 모형에서는 742명, 수습기관 모형에서는 834명, 회계시장 모형에서는 791명으로 나타났다. 추정모형을 사용한 결과를 기준으로 할 때, 현재 공인회계사 선발인원은 다소 과다한 것으로 나타났다. 마지막으로 설문조사는 한국공인회계사회 및 회계학회 소속 회원, 상장 및 코스닥법인 소속인원, 재무분석가 등을 대상으로 이루어졌다. 회계서비스 시장의 공급 측면에서 한국공인회계사회 및 회계학회 소속 회원 및 학생들을 대상으로 설문조사를 수행한 결과, 전체 응답자 1,287명 중 92.9%는 현행보다 연간 공인회계사 선발 인원을 감소시켜야 한다고 응답하였다. 공인회계사수를 줄여야 하는 이유에 대해서는 공인회계사의 경쟁 과다로 인하여 공인회계사 직업윤리와 독립성 유지가 어려우며, 공인회계사의 수요보다 공급이 많고, 공인회계사의 자질 및 적격성이 떨어지는 것을 방지하기 위함이라 응답하였다. 회계서비스 시장의 수요 측면에서 상장기업 소속인원을 대상으로 설문조사를 수행한 결과, 64명의 전체 응답자 중 51.6%만이 공인회계사를 고용할 의향이 있다고 응답하였다. 또한, 상장기업에서 공인회계사 수준의 회계전문성이 필요한 업무의 여부에 대한 질문에 대하여 67.2%가 그렇다고 응답하였다. 회계정보이용자 중 재무분석가들을 대상으로 설문조사를 수행한 결과에서는 전체 응답자 52명 중 78.8%가 응답자가 소속된 회사 혹은 부서에서 공인회계사 수준의 회계전문성이 필요한 업무가 있거나 향후 증가할 것이라 응답하였다. 본 연구는 현재의 감사환경과 실무가 계속 유지된다는 것을 전제로 적정선발인원을 산정하였다. 향후 재무정보의 투명성 및 신뢰성에 대한 기업의 인식이 제고되면 보다 높은 감사품질을 달성하기 위하여 더 많은 수의 공인회계사가 필요할 수도 있다. 다만, 감사품질을 제고하기 위해서는 공인회계사의 사회적 인지도가 높아져야 하고, 감사수임료의 현실화가 필요함을 제안한다.

Abstract

This study examines the supply of new certified public accountants. Over the last 10 years, Korea has maintained a consistent policy on the examination of certified public accountants(CPA). Every year, about 950 new CPAs have been entered in accounting industry. This study considers changes in accounting and audit market over the last 10 years and reviews the current status of the number of CPAs in Korea. Based on macro and micro factors that affect the supply and demand of accounting services, this study tries to come up with desirable number of new CPAs per year. Every year, the Korea Financial Services Commission decides the number of new CPAs by controlling the minimum number of passes for the uniform examination of certified public accountants. Over the last 10 years, the minimum number of passes has been 850. The reason for setting the minimum number is because Korean government wants to secure a sufficient number of accounting experts in order to maintain and improve accounting transparency. This number was based on a prior research on the supply of new CPAs conducted in 2005. The prior study indicated that, as of August, 2005, the total number of CPAs in Korea was 15,939 which was much fewer than those of most Organization for Economic Cooperation and Development (OECD) countries. The sufficient supply of new CPAs is not just a matter of the number of passes of the uniform certification exam, but is an important issue directly related to the size of accounting industry and the status of accounting profession. Accounting firms who audit large corporations may experience difficulty maintaining independence because of the lack of resources or economic dependency on few large clients. If this is the case, it is important for audit firms to maintain a sufficient size and a well diversified revenue structure. By allowing more new CPAs entering the audit market, accounting firms would improve their independence and the quality of their services. This study uses three approaches to conduct the analyses: regression analyses, interviews with key players in accounting market, surveys on ver relevant interested parties. For numerical analyses, this study uses multinational data representing OECD countries to predict expected number of CPAs. This study also considers capacity of accounting firms and related organizations and the size of accounting market. For example, this study considers the number of accountants, total population, the number of public companies, market capitalization, and growth domestic products of 34 countries for regression analyses in predicting the number of accountants. Second, this study uses the number of new hires by Big accounting firms, non-Big 4 accounting firms, auditing groups, regulatory agencies, financial institutions, and other companies to predict future demand for new CPAs. Third, this study uses total number of audit hours and expected available audit hours by an individual CPA. The results of analyses indicate 742 (multinational regression analysis), 834(capacity analysis), and 791(accounting market analysis) new CPAs, respectively. These results suggest that the current level of new CPAs is somewhat excessive. The results of interviews with Big 4 accounting firms suggest that the current level of new CPAs are reasonable given the constraint of audit fees. On the other hand, medium size audit firms express that the current supply of new CPAs need to be reduced by about 200-300 because of severe market competition. Regulators suggest that increasing the number of new CPAs is desirable in order to enhance competitiveness of accounting industry and improve transparency of accounting information. The results of surveys with practicing CPAs, accounting educators, public companies, and financial analyses vary depending on their interests. From the supply side of accounting industry, practicing CPAs and accounting educators, 92.9 % of 1287 respondents suggest the supply reduction of new CPAs. They indicate that severe competition in accounting industry causes the deterioration of service quality and audit independence. From the perspectives of demand for accounting services, 51.6% of responding public companies states that they intend to hire CPAs. Sixty-seven percent of responding public companies express that CPAs’ expertise are needed for their companies. About 78,8 percent of 52 analysts indicate that they need highly professional accounting expertise are needed. This study assumes that current audit environment and practices are maintained in the future. However, the demand for accounting transparency and credibility increases in the future, more new CPAs need to be supplied. In order to improve audit quality, social recognition of the importance of financial statements audit and increasing audit fees would be necessary.
