비정규고용의 관리방향에 관한 연구

초록
본 연구는 우리나라 비정규 고용의 실태와 문제점 그리고 기업의 이러한 문제들에 대한 해결방안과 정부의 정책적 측면 등에 대한 종합적인 검토에 연구의 주안점을 두었다. 본 연구의 구체적인 연구목적을 제시해 보면, 먼저 비정규 근로자의 개념을 정립하고 이들의 등장배경과 규모 및 실태를 파악하고 비정규 근로자의 유형에 대해서 고찰한 다음 기업에서 비정규 고용을 활용함으로서 발생할 수 있는 문제점과 비정규 고용의 합리적 관리방안에 대해 고찰해 보았다. 그리고 본 연구에서는 일반론적인 연구방법과는 달리 축적된 광범위한 연구결과를 토대로 기본적 성과를 손상함이 없이 상호관련지음으로서 실효성 있는 정책방안의 제시나 이론모델을 발전시키는데 초점을 두는 연구방법을 선택하였다. 이러한 연구방법을 선택한 이유는 종래의 많은 연구결과를 전체적으로 조망하여 상호관련지음으로서 실천면에 보다 큰 기여를 할 수 있을 것이라 판단되었기 때문이다. 따라서 본 연구에서는 국내외 선행연구에 대한 논문, 전문서적, 연구기관의 보고서, 인터넷의 홈페이지 게시물을 수집하였고, 이를 기반으로 하여 분석 틀 및 분석내용을 구성하였으며, 그 결과로 비교평가 및 정책적 제언을 제시하고 있다.
Abstract
The purpose of this studies are as follows: First, it is to define the conception of the contingent workers, understand their background and realities, and classify their types. Secondly, it is to analyze the problems occurred by the company`s employing those workers. The theoretical method has been selected for the purposes of the study. In accordance with the growth of Industrial society and the adjustment of employing structure, a lot of organizations including business have minimized regular labor and or cut down to reasonable scales, and it is the general trend that thy are enlarging the use of contingent workers. In Korea also, since the IMF`s economic control, the contingent worker protection has been increased rapidly. Now this issue of increasing contingent workers should be examined not only at the cost reduction level, but also at the versatile dimensions like complexity of business environment and rapidly changing industrial technologies. The problems on lower wages and benefits of the contingent workers are not only of themselves, but they affect badly to the regular labor. There might be some subject to study this Contingent Working. Those are 1) Understanding the roles and functions o the contingent workers, 2) searching the reasons why the contingent workers are growing, 3) examining the existence and sizes of discriminations in wage and benefits, 4) employment stability, 5) the labor union organizing and etc. Direction of the government policy for the contingent work can be mentioned, in a word, a realization of a fair working welfare. Major plans to accomplish the objectives on the basis of the above policy direction are 1) to arrange the related laws and regulations, 2) reinforcement of the public labor administration, enlarging the application of the social insurance, 4) keeping the principle of 'the same wage for the same labor', 5) improvement of the employment practices in the public area, 6) an expansion of statistics and infrastructure to policy making and its evaluation and etc. This issue of contingent working is more than th minority people`s problem, Many studies and discussion have been made up to now. With other state of social affairs, a proper solution of this may indicate the degree of that society`s development and it will be a good measure to acknowledge the society`s maturity. It is especially true as far as it involves the income inequality, a modernized discrimination, the women`s problem and a question affection human rights. In the future, to secure the solution on the issue at the nation`s level, all of the related parties` sincere attitude and approaches are required. Nevertheless the contingent work issue can not be resolve in a day. Maximizing the merit of the contingent work and at the same minimizing its negative attributes, in order to maintain the most appropriate situation, endless endeavor, study and sincere attribute is required. Accordingly, this study is considered to suggest the strategical materials before those problems arise as social issues, by grasping the potential causes of contingent workers which would occur in the various fields of society. It is certain that those results lead to utilize the contingent workers and suggest important materials for relevant authority who is to decide in order defined those workers.
