노동시장 이중화가 해외원조에 미치는 영향: 비정규직, 좌파정당, 그리고 해외원조

본 논문은 윤리적 ․ 인도적 정책인 동시에 정치적일 수밖에 없는 해외원조정책의 국내 정치적 기반에 대한 연구다. 해외원조는 국제적 차원의 분배적 정의와 관련된 윤리적 문제인 동시에 국가의 예산이 집행되는 정치적 행위라는 점에 주목하여 어떠한 집단이 해외원조를 선호하는지, 해외원조 지지에 어떠한 국내정치적 연합 또한 기반이 필요한지에 대하여 살펴보았다. 특히 선진민주주의국가를 중심으로 심화되고 있는 노동시장 이중화에 초점을 맞추어서 비정규직으로 대표되는 노동시장 외부자의 해외원조에 대한 선호를 분석하고, 이러한 선호가 정부당파성을 통해 해외원조에 어떠한 영향을 미치는지를 분석하였다. 본 논문은 비정규직으로 대표되는 외부자는 정규직으로 대표되는 내부자와 달리 해외원조를 선호하지 않고, 더 나아가 노동시장의 이중화가 심할수록 외부자들의 정치적 영향력 증대로 인하여 해외원조에 긍정적인 좌파정부에 제약을 가한다는 것을 주장한다. 이러한 이론적 가설은 세계가치관조사 설문자료와개발원조위원회 14개국이 38년간의 패널자료를 통해 경험적으로 검증하였다. 분석의 결과는최근 전 세계적으로 심화되는 있는 소득불평등과 노동시장 이중화가 개선되지 않는다면, 해외원조에 대한 각국의 실질적 기여는 지속적으로 감소할 것이라는 점을 암시하고 있다.
Abstract
Why some countries provide bigger foreign aid than others? We examine this question by investigating domestic political sources of support for foreign aid. Building upon the literature on comparative political economy, we seek to advance of our understanding of variation in foreign aids efforts by exploring the impact of labor market dualism which creates political conflicts between labor market insiders and labor market outsiders. While previous research argued that left-wing government tend to offer bigger foreign aid, we argue that the positive effects of left-wing government on foreign aid depends on the degree of labor market dualism. The reason is that labor-market outsiders oppose using government budget on foreign aid, and thus, as the size of outsiders increases, the left-wing party need to accommodate outsider’s preferences rather than focusing on labor-market insiders. Empirical analysis confirms our argument that labor market outsiders tend to oppose foreign aid, and, as the size of outsiders increases, the positive effect of left-wing government on foreign aid decreases.
