사이버안보 거버넌스 개선에 관한 공법적 고찰

Cyberspace is an essential environment in daily life. Information and telecommunications protection is more and more important, and cybersecurity is on rise as a matter of national security. It is necessary to action for cybersecurity to prevent national security threat. So it is required to have the right cyber security governance in order to establish the system for the implementation of national and social demands. Cyber​​security is a matter of information and communications protection that is viewed from the point of view of national security. The role of the state in cybersecurity is not that the state freely gives favor to the people, but that the state carry out activities to meet the demands for people by use of the authority by people. Currently, cybersecurity governance in Korea has some problems, and it is necessary to reform legal system. Cybersecurity is a state task included in public task. It is the one of the main contents of constitutional state responsibility for information and telecommunications infrastructure. The activities of state is needed and so is cooperation between government and private entities. From now on, it will be necessary to consider the ways to enact and to amend the laws dealing with cybersecurity in the national security perspective.
