선진국의 사회적기업 국제비교: 유럽 3개국 (프랑스ㆍ독일ㆍ영국)과 미국을 중심으로

초록
오늘날 신자유주의와 시장개방 등으로 빈부격차 심화, 고령화의 가속화, 계층 간의 갈등 등 새로운 사회적 위험이 증가하고 있다. 이러한 사회적 문제를 해결하기 위한 대안으로 사회적기업(social enterprise)이 부각되고 있다. 유럽과 미국과 같은 선진국의 경우 오랫동안 자본주의 진화과정을 겪고 시장의 영역과 국가의 영역이 변화를 거듭하는 과정에서 특색있는 사회적기업 모델이 정립되었다. 유럽은 공공지향적인 사회적기업으로 뚜렷한 특성을 보이고 있는 반면에 미국은 시장지향적인 사회적기업이 등장하였다. 독일의 사회적기업은 취업기회를 증가시키기 위한 조직일 뿐만 아니라 사회적 경제적 소외계층을 위한 조직이기도 하다. 미국의 사회적 기업은 저소득층의 자립과 비영리 조직운영을 위한 재정창출이라는 두 가지 목표를 추구하고 있으며 사회적 목적의 달성이라는 ‘사회적 가치’와 재정적 수입이라는 ‘경제적 기치’를 동시에 지향한다. 유럽과 미국이 각각 뚜렷한 사회적기업 특성을 보이며 발전하는 것과는 달리 우리나라의 경우 아직 시장의 영역과 국가의 영역, 나아가 그 중간지대에 있는 제3섹터 영역이 기능 차원에서 적절한 자리매김하지 못하고 있는 실정이다. 본 연구는 영국ㆍ프랑스ㆍ독일 등 유럽 연합과 미국의 사회적기업 간에 비교분석함으로서 사회적기업의 발전이 더딘 우리나라에 시사점을 찾는데 있다.
Abstract
Social enterprise has risen for the new subject of social services beyond the Nation, Market and the NGO. Social enterprise is a non-profit organization that produces profits for supply of labor forces for social services that it is hard for general enterprises to enter and re-investment to communities with purposes of reinforcing social incorporation and solidarity to help the poor and the unemployed with legal forms of enterprises and models of management. This study is focused to Comparative Study on the Social Enterprise between the U.S. and European Union. There are several characteristics of the third sectors of the United States to review in order to examine funds supply methods of American social enterprises. In the UK, social enterprises are not based upon cooperative association, but are subject to commercial law in the legal system. In the Europe and U.S., the study on social enterprise has performed since 1970. The study on social enterprises was commenced lately in Korea with focus on the possibility of social service supply, poverty overcome, and social job creation.
