초록
한 국가 내에 다양한 문화가 공존하는 다문화 현상은 세계화 추세에 따른 국제적 인구이동과 함께 이미 광범위 하게 전개되고 있으며, 이주민을 유입하는 많은 국가에서는 ‘이민과 통합(immigration andintegration)’이 국가의 중요한 정책 이슈로 등장하고 있다. 한국도 결혼이민자, 외국인 노동자, 북한이주민, 외국국적 동포가 증가함에 따라 이에 대비한 다문화정책을 구축할 필요성이 증가하고 있다. 본 연구는 바람직한 다문화정책 수립의 방향을 모색하기 위해 한국 보다 앞서 다문화를 경험했던 외국의 사례를 살펴보고 시사점을 도출하고자 하였다. 특히 다문화정책의 유형 중 타문화, 타언어, 이교도 집단의 정체성을 인정함으로써 사회의 분열과 갈등을 예방할 수 있다는 점에서 다양성에 기반을 둔 국민통합정책으로 파악되고 있는 다문화모형을 채택하고 있는 국가들을 대상으로 하였다. 연구방법은 기존 문헌을 참고한 질적 연구로서 먼저 다문화사회 통합정책 및 유형에 대한 이론적 개념을 정리하였으며 비교적 다문화정책을 적극적으로 실행하고 있는 국가 중 미국, 캐나다, 호주의 다문화정책의 도입 배경과 과정, 다문화정책 사례를 중심으로 비교 분석하였다.
Abstract
A country’s multicultural phenomenon has arisen from the result of international migration under the current trend of globalization and has already become the widely spreading flow in many countries. Therefore, the immigration and integration has emerged as their important issues of policy in the countries which many immigrants have been entering. As the number of marriage-immigrants, foreign workers, North Korean immigrants and foreign compatriots have increased in Korea, the need to prepare a multicultural policy has become bigger and bigger. In order to establishes a reasonable direction of multicultural policies, this study was carried out to derive the implications from the instances of experienced multicultural practices of several foreign countries ahead of Korea. Firstly, theoretical concepts of types of integration policy for the multicultural societies are summarized through the qualitative research methodology referring to literature. Comparative analysis of the background and process of multicultural policies of countries that actively have run (the United States, Canada and Australia) were performed to investigate their instances.
