학교의 안전문화 정착을 위한 법정책적 과제

Nowadays there have been a variety of discussions to reduce safety accidents in schools. In particular, there have been efforts to improve laws and policies about safety culture. But we still have a long way to go before we address problems in the legal policies to establish the safety culture in schools. For one thing, the legal policies focus on theoretical safety training, not the practical one. Next, teachers, not safety experts, take charge of the safety training and safety management. Besides, each government department operates different kinds of school zones, which seems very inefficient. They also lack safety standards of school buses for children. Lastly, there are no punishment rules against the violation of the safety duty. Therefore, we need to make some legal improvements to establish the safety culture in schools so that students, teachers and other teaching staff can assure safe education in school. Firstly, we need to ensure internal stability of 7 safety education standards experience facilities, equipment and finance. Secondly, we should secure safety agencies and personnel by increasing the number of school safety guards and teachers trained in health and safety. Thirdly, we need to improve the safety management of the school buses for children. Fourthly, it is necessary to reinforce safety responsibility through punishment for the violation of the safety duty. Finally, we need to make regulations about safety culture activities like safety culture promotion.
