독일지방정부의 지속 가능한 환경정책과 에너지정책에 관한 연구: 독일 프라이부르크 시를 중심으로

This paper deals with the environmental and energy development policy of German local government. Until now, Germany has been approaching the environmental policy in macroscopic perspective and has been developing into a high valued industry for future. Recently, the federal government has been focusing on the limited resources, the development of renewable energy and the efficiency of resources by promoting eco-friendly policy. It was analysed that especially, the city of Germany, Freiburg, that was successful in environmental policy, considered the variety of fields such as the housing policy, the traffic policy, the forest policy and the urban policy in environmental perspective. Thus, although Freiburg is a small city, it became the benchmarking of all cities worldwide for its eco-friendly policy. This means, the urban government actively participated in institutional, administrative and financial supports and tried to attract eco-friendly corporations. In addition, it was analysed that many public hearings, acceptance of an opinion by experts, and active participation of local residents were attracted for local residents to participate in energy efficiency and reduction policy. Along with that, there were sustainable political, financial and institutional supports by the federal government. Additionally, it was considered to be a successful environmental city case by being an environmental city that is good for having voluntary participation of businessmen and local residents and also receiving the mayor of Freiburg's strong administrative power and the local council's institutional support.
