장애인 복지시설의 패러다임의 변화와 선진 외국(미국과 독일) 사례연구

본 연구의 목적은 미국과 독일의 장애인 복지시설에 대한 정책과 사례를 검토한 후 장애인 시설의 기능과 개선방안 등을 논하여 정책실무자와 장애인시설 운영인 및 연구자에게 정책적 시사점과 방향성 및 사회적 담론을 제기하고자 한다. 미국은 장애인복지정책이 강한 지방분권적 성격을 갖는다는 점이다. 각종 장애인복지정책을 실현하는 데에 있어 연방정부는 대체로 주정부에 강제적인 방법을 사용하지 않고 대부분의 경우 무상의 재정원조(grant-in-aid)를 통해서 주정부의 자발적인 참여를 도모하고 있다. 이미 40년 전부터 장애인 복지시설에 관심을 갖은 독일의 경우 정상화 원리, 기회균등, 궁극의 원리 등이 장애인복지정책의 기본이념으로 삼고 있다. 선진 외국처럼 장애인의 범위를 포괄적인 장애인으로 정의 및 적용이 되어야 할 것이다. 또한 장애인의 개별적 욕구에 따라 선별적 서비스가 질적으로 실천될 수 있도록 재활전문가를 양성할 필요성 있다. 장애인 복지시설 측면에서 재활·이용·요양시설을 증설하고 기존의 시설을 개선의 필요성이 있다. 또한 장애의 종류와 정도에 따라 경증, 중증 장애인으로 구분한 후 재활이 가능한 장애인에게 의료 및 직업재활의 기회를 부여하기 위한 시설의 기능화를 강화시켜야하며, 시설보호 이외에 일일보호센터와 지역단위의 시설도 구비해야 할 것이다.
Abstract
This paper is to introduce the welfare facilities and policy of America and Germany on people with disabilities. It briefly reviews welfare facilities for disabilities to prevent infringement of people with disabilities and discrimination against them. Social concern in the welfare of the disabled is on the rise in reflection of an overall trend toward a welfare state or in terms of safeguarding human rights of the disabled. With shifts now under way in the sight of the disabled away from an absolute toward a relative sight, modifications in the paradigm of the welfare of the disabled are also taking place away from the disabled as individuals toward a social atmosphere. For improvement of a service delivery system, disabilities welfare administrative or financial system should be incorporated or reorganized so that problems can be quickly controlled. And we need reinforcement of disability-oriented policy and administrative delivery system and financial securement of the government.
