지역 산업 구조와 기술이전에 관한 연구: 인천 제조업을 중심으로

지역혁신체제에서 지역혁신을 주도하고 연구개발 성과의 공급자로서의 대학의 역할은 점점 강조되고 있다. 또한 대학의 연구개발성과를 수요자라고 할 수 있는 지역 기업에게로 확산시키는 것이 중요하다. 본 논문은 지역혁신체제에서의 대학의 역할에 주목하고, 대학과 인천 제조업 기업의 기술이전 실적을 활용하여 지역 산업과 연구개발의 성과확산 간의 관계를 파악하고, 산업 특성에 따라 어떻게 연구개발의 성과가 다르게 적용되는가에 대하여 분석하였다. 분석결과, 인천 제조업에서 대학으로부터의 기술이전은 증가하는 추세에 있으나 산업별로 다른 특성을 보였다. 산업구조와 기술이전 건수에 따라 각 산업을 크게 세 가지 유형으로 분류하였다. 1유형은 지역 산업 비중과 기술이전 간 비중이 비슷한 산업군, 2유형은 지역 산업 비중은 높지만, 기술이전 비중은 낮은 산업군, 3유형은 지역 산업 비중은 낮지만 기술이전 비중은 높은 산업군이다. 세 가지 유형 중 인천이 관심을 가져야할 산업은 자동차부품산업에 해당되는, 2유형이다. 이들 산업은 생산액이 높아 현재 시점에서 인천의 주력산업이지만 보유하고 있는 기술에 대한 개선이나 대학과의 기술협력을 활발하지 않아 기술혁신을 통한 지속적인 경쟁력 확보는 어려운 것으로 추정된다. 따라서 지역 주력산업의 쇠퇴를 방지하기 위해서는 특허 기반 기술이전 활성화나 산업의 고부가가치화를 위한 기술개발지원과 같은 선제적인 지역 기술정책이 필요하다.
Abstract
The role of the university as a leader of regional innovation system has been increasingly emphasized. It is also important to spread the results of research and development in universities to local businesses that may be user. This paper focuses on the role of universities in regional innovation systems. Using statistics of universitiy-industry collaboration about manufacturing in Incheon, this paper analysises relationship between regional industrial structure and technology transfer. The analysis results are follows. First, technology transfer from universities in Incheon manufacturing showed different characteristics depending on growing trend of industry. According to industrial structure and number of technology transfer, each industries were classified into three types. Type 1 is similar ratios between industries and technology transfer, type 2 is that proportion of industries is higher than technology transfer, finally type 3 is the opposite. Especially, industry to be interested in Incheon are auto parts industry. The industry is high proportion of manufacturing in Incheon, but difficult to secure sustainable competitiveness does not improve or boost the technology cooperation with universities for technology. Therefore, proactive technology policies are need to support for the development of patent-based technology transfer and industrial added value of the activation. Therefore, the decline of the local major industries will be prevented.
