북한의 사이버공격에 대한 국가총력적 대응체계를 위한 법제방향

It is difficult to detect the attack and not free from conspiracy by the impure forces in the country, because North Korea's recent cyber attack has been carried out through the poetic deep Web and dark web rather than the visible web. In particular, if the North Korea of cyber attacks by infectious malware with Advanced Persistent Threats is directed to an important information and communication infrastructure in the life of people or the site that many people routinely use, it can not be ruled out fears that personal PC and/or national critical information and communication infrastructure will fall into the zombie troops moving along on the adjustment of that. Cyber attacks by the forces of impurity, such as North Korea, will lead to a threat to both the individual, the society and the country for which they are combined into organismic via the Internet in accordance with the evolution of IoT. Therefor, it is necessary to understand national security as “the absence of the threat to national security as a whole nation” under ‘IoT’ circumstance. And in a limited range on the basis of the 「United Defense Act」, it should allow to perform ‘the cyber military operations other than united defense situtions’ under regarding that North Korea's cyber attack can lead to any armed provocations. In short, if a cyber attack by North Korea reach a certain level of cyber threat, the Nationaly totalized correspondence against cyber attack as ‘military operations other than war under the united defense situation should be permitted.
