The agricultural policy framework was limited to the agricultural sector but, from the early 2000s it was expanded and changed to agricultural policy, income policy and rural policy. These changes mean that the policy was centered on agriculture but shifted to agriculture, food, and rural areas, and investment in social overhead capital facilities such as production bases changed the direction of farmers' income, welfare and rural development. In the reality of this policy, in line with the intent of integrated rural development, The purpose of this study is to analyze the existing law for the development of rural area, to locate the Special Law of Balanced National Development at the top of the rural development laws and regulations, with regard to the development of rural areas, the ‘Basic Law of Agricultural Food Act was adopted as the basic law, the ’Quality of Life of Farmers and fishermen Special Law’ became the basis of development of rural areas, and the ‘Rearrangement of Agricultural and Fishing Villages Act’ was systematized into specific procedures. Based on this systematization, the analysis of the rural development projects currently under way confirms that the laws of the projects are scattered in the above-mentioned laws. In order to develop the integrated rural development, The rules and regulations of the establishment and composition of the committee to oversee and coordinate the implementation of the business plan and the project, evaluation and feedback of the project, etc. are insufficient.
