지방자치단체의 ‘재정사업자율평가제’ 도입 필요성에 관한 논의: 경상북도 재정사업자율평가를 중심으로

이 연구는 지방자치단체의 사회복지비 지출 증가로 다른 재정부문의 지출이 감소되고 있는 재정상황에서 재정사업자율평가의 필요성을 제기하고자 한다. 먼저 사회복지비의 급격한 증가와 지방자치단체의 재정부문 지출비중과의 관계성을 알아보기 위하여 이들 간 상관관계를 측정하였다. 지방자치단체들의 사회복지비중과 10개 재정부문 지출비중과의 상관관계를 측정한 결과 일반행정과 보건재정부문을 제외한 나머지 부문에서 음의 상관관계가 있는 것으로 나타났다. 이는 지방자치단체의 사회복지비의 지출증가로 인해 다른 재정부문의 지출감소라는 대체 효과가 있다는 것을 의미하는 것이다. 이 연구에서는 경상북도 2014년도 재정사업자율평가를 한 결과 예산 삭감이 나타났는데 이것을 사회복지비비 증가로 인한 각 재정부문의 지출감소와 비교하였다. 비교 결과 서로의 연관성이 미약한 것으로 나타났다. 이는 복지수요의 증가로 인한 다른 재정부문의 지출감소가 지금까지 재정사업자율평가 등과 같은 체계적인 검토 없이 일어났다는 것을 의미하는 것이다. 따라서 사회복지비 비중의 증가로 인한 재정지출의 삭감이 불가피한 현재의 재정환경에서 지방자치단체는 재정사업자율평가를 통해서 효과적인 예산 삭감을 이끌어 낼 수 있기 때문에 그 제도의 유용성은 어느 때 보다도 매우 크다고 할 수 있다.
Abstract
This research argues to need of the self assessment of budgetary programs in local government in Korea under the environment of increasing social welfare budget makes decrease expenditure of other budgetary programs. This research measures the inter-corelation between rapidly increased social welfare budget and expenditure rate of budgetary programs. The result of the measurement is that an increasing expenditure of social welfare replaces an decreasing expenditure of other budgetary programs. In case of Kyeongbuk Province, the relationship between a curtailing budget and an decreasing expenditure of other budgetary programs is feeble. It means that an decreasing expenditure of budgetary programs have been carried out without the systematic review like the self assessment of budgetary program. Therefore, under the unavoidable trouble budgetary environment, applying the self assessment system of budgetary program will give a big help to have an effective budget curtailment.
