부산광역시 사회복지기관의 경영효율성에 관한 연구

지역사회주민을 위한 종합복지센터로서 중요한 역할을 수행하고 있는 사회복지관은 민간 복지전달체계로서 중요한 역할을 수행하고 있다. 그러나 급격한 외형적인 확대에도 불구하고 내용면에서는 만족할 만한 수준의 서비스를 수혜자들에게 제공하고 있는지에 대한 실증적인 검토가 불충분할 실정이다. 본 연구에서는 비모수적 분석법인 DEA모형을 이용하여 부산시 지역사회복지관의 상대적 효율성을 측정하고 있다. DEA모형을 이용한 상대적 효율성 측정방법은 다수의 투입물과 다수의 산출물모형의 적용을 위한 수학적 프로그래밍 방법을 통해서 이루어진 비모수적 선형계획방식이다. 즉, DEA는 자료집합 내에서 유사한 투입물과 산출물관계를 갖는 모든 의사결정단위(Decision Making Unit: DMU)를 직접적으로 비교할 수 있어서 병원, 간호서비스, 교육 등 비영리조직의 효율성을 측정하는 도구로 널리 활용되고 있다. 따라서 본 연구에서는 DEA기법으로 부산광역시 소재 사회복지기관의 상대적 경영효율성을 측정하여 비효율적인 복지관에 대한 투입변수의 과잉공급과 과소변수를 측정함으로써 관리운영의 개선에 도움을 주고자 한다.
Abstract
The community welfare center is the system to supply its citizens or residents with comprehensive welfare service in a community. The community welfare center has characteristics of its public service, so it has difficulties in measuring its various influences on evaluating and promoting community welfare centers. This study uses a quantitative method(DEA, data envelopment analysis), and it aims at analyzing the causes of inefficiency in operating community welfare centers. The results of using DEA are summarized as follows. Efficient community welfare centers are 10 DMUs while Inefficient community welfare centers in Busan are 43 DMUs. The findings of this study are the fact that inefficient community welfare centers oversupply input1, input2, input3 as input variables for relative reference groups. Community welfare centers in Busan are required to reduce input1, input3 as input valuables.
