재정분권화의 국가경쟁력에 대한 효과 분석: 정부의 효율성, 민주성, 부패방지를 중심으로

The purpose of this research is to analyze the effects of fiscal decentralization on the Global Competitiveness Index, and the efficiency, democracy, and corruption of government. Three kinds of the fiscal decentralization ratios were measured in terms of revenue; global competitiveness was measured through the Global Competitiveness Index which is published annually by World Economic Forum; democracy was measured by public trust in politicians and favoritism in decisions of government officials; and efficiency was measured with wastefulness of government spending, transparency of government policymaking and government efficiency; corruption was measured with irregular payments and bribes and diversion of public funds. The subjects of the research were 31 countries classified as developed nations by WEF, and data from 2007 to 2012 and panel analysis were used. The results of this analysis differed by the statistical model applied. With the OLS model, fiscal decentralization had a positive effect on all of the Global Competitiveness Indexes, whereas in the Park model and error component model the most coefficients were positive, showing that fiscal decentralization did not lead to any negative effects, although no statistically significant effect was determined.
