율곡 이이의 조세개혁정책과 대공수미법 시행 제안에 관한 연구

초록
본 연구는 율곡 이이의 조세사상을 검토해 보고, 그의 조세개혁정책 중에서도 가장 강력한 의지가 반영되었다고 할 수 있는 공물방납의 폐단을 개선하기 위한 대공수미법의 시행 제안과 관련된 내용을 중점적으로 검토해 보는 것에 그 목적이 있다. 이를 위해 「동호문답」, 「만언봉사」, 「성학집요」 등 그의 저서에서 백성을 편안히 하기 위한 개혁정책을 제안하는 내용 중 재정 및 조세에 관한 내용을 중점적으로 검토하고 해석해 보고자 하였다. 본 연구를 통해 오늘날의 국가재정확보와 국민생활 안정에 필요한 조세를 비롯한 경제, 사회 분야 등에 관련된 정책 입안에 관계하는 관료 및 기득권층에게 오로지 백성의 편안한 생활만을 생각했던 율곡 이이의 개혁의지를 깨닫게 하는 것에 본 연구의 의의가 있다고 할 수 있다. 연구의 결과, 임금과 대신들의 반대와 방납업자들의 방해로 대공수미법은 결국 시행되지는 못하였으나, 임진왜란이라는 국란 중에 서애 유성룡이 율곡 이이의 대공수미법 시행에 대한 주장을 계승하여 시행하고자 할 정도로 대공수미법은 국가와 백성을 위해 꼭 필요한 정책이었다고 할 수 있다. 또한, 임진왜란이 끝난 후 광해군 즉위년(1608년)에는 율곡 이이와 유성룡의 대공수미법을 계승한 이원익의 건의로 공물방납의 폐단이 가장 심했던 경기도 지역부터 대동법이 시행되어 제주도를 제외한 전국에 걸쳐 시행되기까지 100년이라는 세월이 걸리기도 하였으나, 1894년 갑오개혁 때 세제개혁이 이루어질 때 까지도 존속되어 대공수미법은 대동법이라는 이름으로 결국 시행되었다고 볼 수 있다. 본 연구의 공헌점은 공물방납의 폐단 등을 개선하여 국가의 재정확보와 백성의 안정된 생활을 추구하려고 한 율곡 이이와 같은 대 선각자가 있었기 때문에 그가 시행하고자 했던 대공수미법을 계승하여 대동법이 결국 시행될 수 있었던 것이고, 국가와 백성을 위한 올바른 정책이 시행되기까지는 기득권층의 방해 및 임금 등 지배계층의 인식부족 등 많은 어려움이 존재하였으며, 오늘날에도 국가와 국민을 위한 올바른 정책시행이 지도계층 및 기득권층과의 타협 없이 일부 선각자들의 힘만으로는 결코 이루어 질 수 없다는 것을 다시 한 번 일깨워 준다는 것에 있다.
Abstract

The information in this study will could be Daedongbeop enforcement because there was for pioneer such as Yulgok Yi I this effort for a stable life of the country's finances and the people, until they have the correct policy enforcement that will be seen that there were many difficulties such as disturbance of establishment and lack of awareness of ruling class of King etc. even today, that you will be able to realize once again how wisdom that requires a lot of time and compromise and the Establishment goes the right policies enforcement for the country and its people.
