의료기관 인증제도의 활용이 병원조직의 조직학습과 전략변화에 미치는 영향

Management Control Systems(MCS) are getting more important for hospitals these days to react to the growing regulatory pressure and achieve organizational goals－satisfying customers’ needs and improving operational performance. Healthcare accreditation program suggests several key values and objectives, which is similar to the purpose of MCS use. Therefore, hospitals can use the healthcare accreditation program as MCS to achieve their goal to provide quality service to patients, which ultimately relates to the organizational performance. In this study, we consider healtcare accreditation program as MCS in hospitals and investigate the effects of healthcare accreditation program on organizational learning and strategic change in hospital setting. Specifically, this study examines whether healthcare accreditation program directly affects strategic change and organizational learning. Furthermore, we investigate if organizational learning mediates the relationship between healthcare accreditation program and strategic change in hospitals. The study population includes Korean general hospitals with at least 300 beds accredited by Korean Institute for Healthcare Accreditation during 2011~2013. The results show insignificant relationship between healthcare accreditation and strategic change in hospitals; however, healthcare accreditation program seems to affect both single－loop and double－loop learning. Consequently, although healthcare accreditation does not affect strategic change in hospital directly, it indirectly affects strategic change through mediating role of double－loop learning.
