연령통합적 관점에 기초한 노인연령기준 상향 방안 연구

초록
현재 65세로 인정되고 있는 노인연령기준은 고령화 사회를 넘은 초고령화 사회 진입을 목전에 둔 우리들에게 어쩌면 반드시 풀어야 할 과제로 다가오고 있는지 모른다. 앞으로 우리 사회의 주력 생산계층이 될 청소년 및 유년층이 급격한 인구절벽으로 치닫고 있는 상황에서, 국가 재정의 존속을 위하여 합리적이고도 쉽게 달성할 수 있는 조치가 될 수 있다. 노인연령에 대한 국가적·사회적 자원 배분은 이제 막연한 공경과 부양의 감정만으로 풀어낼 수 있는 문제의 수준에서 벗어났다. 합리적 의견의 교환과 폭넓은 세대간 대화를 통해 해결책을 찾아 나서야 한다. 노인연령기준 상향의 문제는 철저히 이러한 목표와 절차를 거쳐 달성되어야 한다. 그리고 이 논의의 와중에 놓치지 말아야 할 가장 중요한 과제로서, 빈곤층의 노인들에 대한 특별한 배려의 조치가 반드시 있어야 한다는 점을 유념하여야 한다. 이를 자연스럽게 이루는 방법은 연령 중심의 노인복지 시스템을 빈곤의 객관적 상황과 욕구 및 필요 중심의 시스템으로 전환하는 일이다. 이렇게 할 때, 민주와 복지, 그리고 헌법상 기본권의 조화가 가장 잘 이루어지리라 본다.
Abstract
Confronting the upcoming hyper-aged society, we should decide what age the elderly is exactly. Furthermore, we have serious problem of the Demographic Cliff that we are short of the adolescent and the infant. Because we do not have sufficient economic supplies and increasing financial demands for welfare, the national financial crisis has become ordinary. Under these circumstances, changing the age standard for the elderly, currently the age of 65, can be a way of solution. This age standard seems so old-fashioned that it cannot receive the fast social changes. This article offers the change of the age standard for the elderly to 70. The new standard can lighten the burden of the chronic debts of the national finance, and make the other ages agreed and integrated. However, this change can cause destruction of lives of the poor elderly. The government should not give up their rights to survive. Therefore, with special care for the poor elderly, the change of age standard for the elder can be an effective solution for problems from the aged society.
