인권의 국제적 보호와 국내적 이행

International community has continuously exerted its efforts to respect and protect the basic human rights of individuals together with the maintenance of international peace and security. International Human Rights Covenants and other human rights related treaties have been concluded and implemented, contributing to the protection and respect of individual human rights internationally. International organizations make recommendations to the party nations for improvement of human rights situation by deliberating on the national reports of contracting parties about the implementation of the treaties. Implementing mechanism has been in place through the establishment of International Criminal Court(ICC) and the UN Human Rights Council. Especially noteworthy is the publication of North Korean human rights report by the UN Commission of Inquiry(COI) on North Korean Human Right which recommended the prosecution of North Korean leadership on charge of crime against humanity and led to the discussion of North Korean human rights issues at the UN General Assembly and Security Council. More intense efforts have been exerted toward the improvement of North Korean human rights. Korea has done its best in cooperation with the international community, by acceding to or ratifying the seven major human rights treaties and through their implementation. Treaties will be regarded as part of domestic law in accordance with Korean constitution and Korean government has submitted its national reports to the concerned committee of the treaty, making improvement of human rights in the process of deliberation and acceptance of final view.
